In order to implement the strategy of strengthening the country through talents, promote the construction of high-level universities, and enhance the ability to serve the construction of an innovative country, during the period of 2011in 2007, the state implemented the "National Project of Building High-level Universities by Postgraduates" in key high-level universities. The project will send about 5,000 first-class students every year, and in 2008 it is planned to send 6,000 first-class graduate students to study in first-class universities and majors abroad under the guidance of first-class tutors. The contracted institutions shall recommend candidates for the public postgraduate program of national construction of high-level universities according to 120% of the agreed scale, and the actual number of students admitted shall be subject to the contracted scale. In 20 14, the Ministry of Education plans to select 7000 graduate students to participate in the program. By 20 13, the contracted universities have basically covered "2 1 1" engineering colleges and "985" colleges. [ 1]
