Do all state-owned enterprises have to pay housing provident fund?
Not every enterprise has to pay the housing provident fund. At present, government agencies and institutions pay housing provident fund for each employee. State-owned enterprises basically have it, while private enterprises, especially small and micro enterprises, basically do not. The state emphasizes the need to pay endowment insurance funds and medical insurance funds, and only qualified enterprises can pay five insurances and one gold (five insurances: endowment insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance, and one gold: housing accumulation fund).
What does provident fund mean?
Provident fund is an important social security system for housing stipulated by national laws, which is mandatory, mutually supportive and guaranteed. Units and individual employees must fulfill their obligations to pay housing provident fund according to law. The housing provident fund paid by individual employees and the housing provident fund paid by the unit shall be stored in special accounts and owned by individual employees.
How to pay the housing accumulation fund
If you want to apply for provident fund loans, you must first pay the provident fund in full and continuously. Units that employ employees shall go to the provident fund management center for deposit registration within 30 days from the date of employment. And with the audit documents of the provident fund management center, go to the entrusted bank to handle the establishment or transfer procedures of the employee provident fund account.
1. If an individual is an individual industrial and commercial household, he can pay the provident fund to the individual.
2. Because of China's regulations, individual industrial and commercial households can pay provident fund for themselves.
3. If the individual is an employee of the company, if he has not paid the provident fund project, he can try to communicate with the company leaders about the payment of the provident fund. If the company can't pay, he can pay all by himself.
4. If an individual is unemployed, works in WeChat business or Taobao, and is both a unit occupation and an individual industrial and commercial household, he cannot pay the provident fund. In this case, he can only pay the provident fund by himself through the affiliated unit.

Decree No.262 of People's Republic of China (PRC) the State Council was issued and implemented on April 3, 1999. Article 47 These Regulations shall come into force as of the date of promulgation.
Article 23 of the Regulations on the Administration of Housing Provident Fund shall be paid in accordance with the following provisions: (1) The organ shall pay the housing provident fund for its employees in the budget; (two) institutions approved by the financial sector in the budget or expenses; (3) The enterprise shall be charged in the cost.
