Specifically, in terms of financial support, this year we have included the construction of comprehensive community service facilities within the scope of local government special bond support, and at the same time continue to arrange investments within the central budget to support the construction of community elderly care backbone networks. Guide all localities to implement unified planning, unified design, and unified construction of community service facilities in accordance with the standard of no less than 30 square meters per 100 residents. For the completed facilities, it is encouraged to adopt methods such as "exchanging sites for services" to introduce community social organizations or enterprises to carry out standardized and chain operations to form scale advantages, improve operational efficiency, and provide diversified services.

In terms of function settings, old communities need to revitalize their existing stock. Some outdated functional spaces that do not meet the needs of the people should be integrated, adjusted, and cleaned up, and some space should be vacated. , improve facility utilization efficiency. New communities should be laid out and constructed according to the "1 N" idea, where "1" is a community service complex, and "N" can be a convenience supermarket, a convenience canteen, a community elderly care center, a community health service center, a Common people's gym, an employment and entrepreneurship space, a housekeeping service outlet, etc. can be flexibly determined according to actual needs in each location.
