If the receipt is not sent within the time limit without special reasons, it will be deemed as an automatic waiver of funding and no funding procedures will be handled.
Article 10 (1) The preparation of the project budget shall be based on the reasonable needs of the project research, and adhere to the principles of target relevance, policy compliance and economic rationality.

(three) the preparation of the project budget should be subject to the guidance and audit of the financial management department and the scientific research management department of the unit.
Eleventh national social science planning office to review the receipt of the project budget, after approval, the project start-up funds allocated to the project leader's unit. Project funds are managed by the unit where the project leader works, and generally cannot be transferred to other units. If it is really necessary to transfer the cooperative unit, it shall be reported in writing to the National Social Science Planning Office for approval. The cooperative unit cannot withdraw the management fee from the transferred funds.
Twelfth project funds according to the project category and completion period, allocated by stages. Major projects, special entrusted projects and key projects in annual projects are generally allocated three times. When the project is established, 30% of the funds will be allocated on the basis of receipt, 50% will be allocated on the basis of the written report and the annual checklist of the National Social Science Fund project in the following year, and the remaining 20% will be allocated after the project acceptance. General projects, youth projects and western projects in the annual projects are generally allocated twice. In the year when the project is established, 80% of the funds will be allocated with the receipt, and the remaining 20% will be allocated after the project acceptance; After the later funded projects are established, 30-50% of the continuing research funds will be allocated, and the rest will be allocated to relevant publishing houses for publication after acceptance. The remaining funds will not be allocated for projects that fail to pass the acceptance.
Thirteenth project leaders should strictly implement the approved project budget, generally not allowed to adjust. If it is really necessary to adjust due to project research, it shall be approved in accordance with the following procedures:
(a) the adjustment of the total budget of the project shall be reported to the National Social Science Planning Office for approval according to the procedures.
(two) the budget of labor, expert consultation and management fees in the project expenditure budget is generally not adjusted. For other expenditure items, if the adjustment amount exceeds 10% of the total project budget, it shall be reported to the National Social Science Planning Office for approval according to procedures; If it does not exceed 10% of the total project budget, it shall be reported to the scientific research management department of the subordinate unit for examination and approval, and reported to the financial department for the record.
Fourteenth units in charge of the project shall, in strict accordance with the provisions of these measures, formulate internal management measures, establish and improve the internal control system, and strengthen the supervision and management of project funds.
Fifteenth the person in charge of the project shall handle the expenses in strict accordance with the scope and standards of project funds stipulated in these Measures. It is forbidden to use project funds to pay all kinds of fines, donations, sponsorship, investment, etc. , and it is strictly prohibited to seek personal gain in any way.
Article 16 After the completion of the project, the person in charge of the project shall, jointly with the financial department of the unit where he works, clear up the project revenue and expenditure accounts, prepare the final accounts of the project in the Letter of Approval of the National Social Science Fund Project, and attach the detailed accounts of the project expenses printed by the financial department. The person in charge of the project and the unit should fill in the final accounts of the project realistically.
Seventeenth project budget implementation process to implement the reporting system of major issues. In the process of project implementation, the name of the project and the form of achievements have changed; Major adjustment of project research content; The change of the project leader or project management unit; Failing to complete the research task as planned, which needs to be postponed for more than one year (including one year) or postponed for many times and other important changes, the project leader or the unit to which he belongs shall submit a written request, which shall be audited and signed by the provincial (autonomous regions and municipalities) Social Science Planning Office or entrusted by the management institution in Beijing, and reported to the National Social Science Planning Office for examination and approval.
If the National Social Science Planning Office finds that there are major changes that have not been reported, it will suspend funding and resume funding after reporting for approval.
