Doing a good job in coal safety production and power coal supply, ensuring the normal operation of power production and ensuring the steady growth of power supply is one of the most important basic tasks to achieve stable, rapid and efficient economic and social development in our city, and it is also a key link and important measure for economic operation scheduling and management in our city. At present, our city is in a critical period of accelerating development, accelerating transformation and promoting leapfrogging. The cadres and masses in the city have worked hard with one heart and one mind, and the economy has shown a good and rapid development momentum. In such a special critical period, if there is a problem in the supply of coal and electricity, it will not only directly affect the basic people's livelihood and social stability, but also lose the hard-won development achievements. Therefore, all relevant departments at all levels and coal-fired power production units should further raise their awareness, take all possible measures to mobilize all available resources, and quickly reverse the passive situation of tight power supply, coal-fired power supply without conditions, difficulties, excuses and discounts.
Second, clear objectives, to ensure completion
Ensure that the daily coal supply target of 3000 tons issued by the province is completed, ensure that the city is not limited to electricity, and ensure the stable power production and supply in our city. At the same time, effectively protect the people's production and living coal in winter and ensure that the price does not rise.
Three, do a good job in coal mine safety production, strengthen coal supply security measures.
(1) Vigorously improve the production capacity of coal mines and lay a solid foundation for coal source protection. Increasing coal production is an important prerequisite to ensure the supply of electric coal. At present, the demand for thermal coal is strong. The coal-producing areas (cities, counties) and relevant departments should give prominence to key points, encourage coal enterprises to seize the favorable opportunity to speed up production, safety production, increase production and income, and complete and exceed the task of coal supply as planned. Coal enterprises that cannot complete the supply of thermal coal shall be handled in accordance with relevant regulations. The governments of coal-producing areas (cities, counties) and relevant municipal departments should actively and steadily promote the integration of coal resources and the reorganization of coal mining enterprises according to local conditions and seek truth from facts, and resolutely close small coal mines that do not meet the requirements of safety production and industrial policies. Actively organize qualified coal mines to do a good job in coal production under the premise of ensuring safe production, speed up the acceptance and approval process of approved joint trial operation coal mines, and improve coal production capacity as soon as possible.
(2) Quantitative decomposition and implementation at different levels. The governments of coal-producing areas (cities, counties) and the responsible units that guarantee the supply of coal should further refine the measures, clarify the responsibilities, decompose the coal-fired task into various production mines again, and report the implementation of the task decomposition to the Municipal Industry and Information Commission for the record. The work of ensuring the supply of electric coal should be assessed every ten days. For those who have not completed the coal supply plan, they should be urged to complete the coal supply task, and the sales of their coal products should be stopped during the period; For coal mines that have not been powered for 10 days, measures such as stopping production are taken to rectify. Competent departments at all levels should make a good record of coal supply, which is the primary condition for auditing the relevant licenses of coal mining enterprises. If the coal supply task is not completed, it shall not pass the license audit. The district (city, county) governments should ensure that the coal supply task goes to the mine and the responsibility goes to the people, and ensure the daily coal supply task is completed. At the same time, it is necessary to make overall plans, arrange the coal price adjustment fund to give appropriate subsidies to the coal production and life of the needy people, and effectively arrange and guarantee the coal production and life of urban and rural residents.
(three) the industrial and information (information) departments at all levels should urge coal and electric power production enterprises to strictly fulfill the coal supply contract, coal enterprises should supply coal according to the contract and quality, and electric power enterprises should settle coal payment in time.
(four) continue to take effective measures to control the transportation of coal out of the province. Districts (cities, counties) with railway freight stations (yards) should strictly follow the spirit of the document "Emergency Notice on Further Strengthening the Setting of Coal Transportation Checkpoints in Freight Stations" (No.2011]104), strengthen customs clearance and set up checkpoints, and strictly control the coal flowing out of the province through our city.
(five) resolutely clean up the illegal and unauthorized establishment of coal-related charges. Led by the Municipal Supervision Bureau, in conjunction with the municipal departments of industry and information technology, finance, price control and safety supervision, the city's coal charges will be comprehensively cleaned up, and coal-related charges charged in violation of relevant national and provincial laws, regulations and policies will be cancelled, thus effectively reducing the burden on coal enterprises. The district (city, county) governments should carry out self-examination and self-correction, conduct a thorough inventory, and check the situation on 20110. After the implementation of the new "Measures for the Administration of the Collection and Use of Guizhou Coal Price Adjustment Fund" and "Detailed Rules for the Implementation of the Measures for the Administration of the Collection and Use of Guizhou Coal Price Adjustment Fund", regions and units that continue to charge fees in violation of regulations should be severely punished, and the orders should be effectively prohibited and the government decrees should be unblocked.
Four, in strict accordance with the requirements of the management and use of coal price adjustment fund.

(3) The county-level coal price adjustment fund management committee is responsible for organizing the collection in a unified way, collecting the coal price adjustment fund in full in strict accordance with the scope and standards of collection, and paying it according to the ratio of 6:/kloc-0: 3 at the provincial, municipal and county levels.
(4) The scope of use of the coal price adjustment fund: the provincial coal price adjustment fund is mainly used to subsidize the purchase of coal by thermal power plants, taking into account both safety production and residents' production and living subsidies; City and county coal price adjustment funds are mainly used for economic restructuring in mining areas, subsequent development of non-coal industries, geological disaster control in mining areas and coal for farmers' production and life. According to regulations, 3% of water conservancy construction funds are extracted from the coal price adjustment funds collected at the same level. At the same time, it is necessary to arrange a certain proportion of funds, and the Municipal Coal Price Adjustment Fund Management Committee will uniformly subsidize power plants to purchase coal.
(5) All power generation enterprises in the city must actively generate electricity in full, pay the purchase price of coal to the coal mine in time, and shall not default on the payment for coal. Any thermal power enterprise that fails to purchase coal for power generation as planned will be submitted to the relevant provincial departments for handling according to relevant regulations.
Five, strengthen leadership, implement responsibilities, and strive for practical results.
(1) Effectively strengthen leadership. Party committees and governments of all districts (cities, counties) should strengthen organizational leadership, immediately convey the deployment, with the main leaders personally in charge and the specific leaders in charge, and all departments at all levels should work together to achieve ideological understanding, objectives, tasks, policies and measures, responsibility decomposition, supervision and inspection, publicity and mobilization. Effectively enhance the initiative, pertinence and effectiveness of the work, grasp the new situation and new problems in time, resolutely prevent coal production from stopping or reducing in the name of coal integration and reorganization, resolutely cancel coal-related charges that violate national laws, regulations and policies, resolutely investigate and deal with inaction and chaos, and ensure the smooth implementation of government decrees.
(two) the district (city, county) government is the main body responsible for ensuring coal supply. It is necessary to do a good job in ensuring coal supply in strict accordance with the relevant requirements of the province, do a good job in setting up checkpoints in railway stations (fields), and strictly control coal leaving the province.
(III) Coal price adjustment fund committees at all levels are responsible for the collection, management and use of coal price adjustment funds, and should manage and use coal price adjustment funds well in strict accordance with the provisions of the Measures for the Administration of Collection and Use of Coal Price Adjustment Funds in Guizhou Province and the Detailed Rules for the Implementation of the Measures for the Administration of Collection and Use of Coal Price Adjustment Funds in Guizhou Province.
(four) thermal power enterprises are responsible for the procurement of thermal coal. To actively raise funds, according to the province to determine the coal purchase and coal storage plan, the full purchase of coal, to ensure the full and stable unit.
(5) Actively coordinate and cooperate. Departments at all levels, power generation enterprises and coal production enterprises should take the overall situation into account, carry out their duties, cooperate closely, form a joint force, and conscientiously implement various tasks and measures to organize coal-fired power production and supply. Industry and information (information) departments at all levels should take the lead, and departments of development and reform, finance, land, supervision, transportation, price, quality supervision, safety supervision and taxation should fully cooperate with relevant work in accordance with the division of responsibilities.
(6) Strict assessment and accountability. Establish an interview mechanism for coal supply security. For districts (cities, counties), departments and enterprises that fail to complete the task, the municipal leaders and the municipal industrial informatization and supervision departments are responsible for the interview. If the task is still not completed after the interview, the main responsible persons and relevant responsible persons should be strictly accountable. The Municipal Supervision and Inspection Bureau will incorporate the implementation of temporary coal emergency adjustment measures by all districts (cities, counties), relevant departments and units into the key supervision contents of the municipal government, and supervise the implementation jointly with the Municipal Industry and Information Commission and the Municipal Supervision Bureau.
