Introducing the four levels of the British higher education quality assessment system

British higher education has a history of 800 years and is one of the most developed countries in higher education.

In order to ensure the quality of its higher education, the British government has adopted a series of measures to ensure the quality of higher education. After years of development, a complete set of higher education quality evaluation systems has been formed.

According to Zhou Rui, a study abroad expert from the British Education Alliance, this system includes four levels: the Higher Education Funding Committee, which represents the government to implement higher education assessment; the Higher Education Quality Committee, which represents the University Presidents Committee to implement quality review; self-evaluation of universities; and social assessment.

Higher Education Quality Assurance Agency In 1997, in order to better provide comprehensive quality assurance services for the quality of higher education in the UK, the British Higher Education Funding Council and the Higher Education Quality Commission merged to form the British Higher Education Quality Assurance Agency? QAA (Quality Assurance Agency in the UK)

Higher Education).

QAA is an independent higher education assessment agency with more than 100 full-time staff and more than 800 part-time staff.

The institution is supervised by a 14-member board of directors. Four of the directors are appointed by the Higher Education Quality Commission, four are appointed by the Higher Education Funding Board, and the other six are from industry, commerce, finance or other industries with rich practical experience.

independent individual.

There are two main sources of institutional funding: one part comes from donations from institutions of higher learning (based on the number of students in each school), and the other part comes from funds allocated by higher education funding agencies in accordance with contracts.

Both funds support QAA's assessment activities and operating expenses.

QAA's mission is to provide complete quality assurance services to British universities to ensure and improve the quality of higher education and promote the continuous reform of higher education quality management.

According to this requirement, QAA*** is divided into four functional departments: the Administration Department is responsible for institutional affairs, personnel, cooperation and exchanges, information systems and other matters; the Development Department is responsible for strategy and policy formulation, including the national quality management framework, disciplines

Benchmarks and implementation planning; the School Evaluation Department is responsible for the management and operation of school-level, degree-granting authority, and higher education access evaluation; the Curriculum Evaluation Department is responsible for the management and operation of subject-level evaluation.

The quality assessment results of QAA directly affect the reputation of colleges and universities and the acquisition of funds.

The goal is to ensure the quality of higher education. In order to effectively carry out quality assessment of higher education, QAA organized relevant experts to carry out a large amount of basic work on education quality assessment, including clarifying relevant concepts of quality assessment and describing in detail academic standards and different levels of degrees.

Required conditions for awarding, formulating a description of subject quality, providing professional regulations, determining accurate and expected teaching standards, etc., and formulating a reference basis for evaluation activities.

Moreover, in order to ensure the quality of higher education and the credibility of evaluation results to the greatest extent, QAA has stipulated its own evaluation criteria: impartiality? Any conclusion made is based on facts and will not be interfered by any factors; authoritativeness? evaluation

Most of the members of the committee are experts and scholars from institutions of higher learning and have in-depth research on higher education; Openness? Adhere to the principle of openness, ensure the transparency of evaluation work and evaluation methods, and maintain contact with the outside world; Explainability?

Responsible for those who use their information resources and ensure that users fully utilize the information they provide.

The main job of QAA is to evaluate the teaching quality at the school level and subject level. The number of schools assessed each year is about 40, and the number of subjects is about 350.

The following takes the assessment in England as an example to briefly introduce the process of QAA assessment activities.

School quality assessment level: The purpose of QAA's assessment at this level is to provide higher education quality standards and test the implementation of the degree-granting rights of universities.

To this end, QAA consists of an evaluation team consisting of 4 to 7 experts (experts are required to have recent experience related to the nature of their work, and at least one of them must conduct an overall evaluation of the information) and a secretary to evaluate the school's internal quality.

Assurance systems are assessed with detailed academic research in specific subject areas.

The evaluation process includes self-evaluation by the school and external evaluation of school practices by the evaluation team.

Due to the tradition of university autonomy, institutions of higher learning are highly responsible for their own academic quality and degree-granting practices.

Therefore, self-evaluation by colleges and universities is an important part of this level and the basis for external evaluation. However, the school’s teaching objectives and academic standards must be consistent with the latest national standards formulated by QAA to ensure that students obtain similar degrees and complete similar qualifications.

Gain similar knowledge in the course.

The school's self-evaluation should be formed before the evaluation team's evaluation inspection. It is the main reference material for the evaluation team's on-site inspection.

Students are at the center of the school's quality assessment, so during the assessment process, student representatives participate in major review meetings and submit student submissions to the assessment team.

The evaluation team will use "excellent", "needs improvement", "must improve" after the evaluation to evaluate the quality of colleges and universities.

Finally, the evaluation team publicly publishes the evaluation results in the form of an evaluation report, which contains the evaluation team’s judgment and suggestions for the school’s future development.

Subject and professional quality assessment level: The purpose of assessment at this level is to conduct an academic assessment of the degree-granting subjects of higher education institutions across the UK.
