Legal basis: Article 278 of the Civil Law of People's Republic of China (PRC) stipulates that the use of funds for the maintenance of buildings and their ancillary facilities shall be attended by owners whose exclusive parts account for more than two-thirds of the area and more than two-thirds of the people, and approved by more than half of the owners of the exclusive parts and more than half of the people with voting rights.
