For those who want to build houses, according to the principle of "occupy one and make up for one", farmers who build houses will supplement the cultivated land of a certain quantity and quality.
If the cultivated land cannot be reclaimed or does not meet the requirements, in addition to the "one book, one certificate" production fee, a cultivated land reclamation fee should be levied.
Cultivated land reclamation fees are levied in accordance with the minimum standards stipulated in the "Hunan Provincial Measures for the Implementation of the Land Management Law of the People's Republic of China" and the Provincial People's Government Xiangzhengbanfa [2000] No. 1 document;
For commercial houses built on collective land within the scope, in addition to handling according to corresponding regulations, municipal public facilities supporting fees should be levied at 2% of the construction cost, with a maximum of 300 yuan per household; damage caused by excavation, collapse, occupation, etc.
If the land is destroyed and there is no condition for reclamation or the reclamation does not meet the requirements, a land reclamation fee of no more than 200 yuan per household will be charged; farmers in small towns implement "three connections and one leveling" and "seven connections and one leveling" to develop areas
Those who build self-owned housing on state-owned land shall be treated as urban residents building self-owned housing, and no land reclamation fees, civil air defense project relocation unified construction fees, cultural relic survey and exploration fees, house demolition management fees, urban road occupation fees, construction bidding and tendering fees will be charged.
Management fees, new wall material reform fees (funds), bulk cement evacuation fees, construction noise fees, civil sanitary design review fees and various funds (excluding flood control and security funds).
Farmers in disaster areas whose houses were damaged by water and rebuilt on the original site or in a different place unified by the government will be exempted from paying all construction fees.
If farmers illegally occupy land to build houses, they will be dealt with in accordance with the Land Management Law and other relevant laws and regulations.
Township (town) land offices and construction management stations handle administrative examination and approval procedures related to farmers' house construction. They can only charge certificate production fees, etc. in accordance with regulations. They cannot charge management fees, handling fees, data fees and other illegal charges in any other name.
Charges and agency charges unrelated to its own management functions are not allowed.
