The housing accumulation fund paid by individual employees and the housing accumulation fund paid for employees by the unit where the employees work belong to individual employees. Article 4 The following units within the administrative area of this Municipality shall deposit housing provident fund for employees:
(1) State organs and institutions;
(2) State-owned enterprises, urban collective enterprises, foreign-invested enterprises, enterprises invested by businessmen from Hong Kong, Macao and Taiwan, urban private enterprises and other urban enterprises;
(3) Private non-enterprise units and social organizations.
Enterprises and other organizations from foreign countries, Hong Kong, Macao and Taiwan, as well as other provinces and cities, may apply for the deposit of housing provident fund. Other organizations and individuals that meet the prescribed conditions may also apply for housing provident fund deposit. Article 5 The housing provident fund shall be managed according to the principles of decision-making by the housing provident fund management committee, operation of the housing provident fund management center, special account storage and financial supervision. Article 6 The housing accumulation fund shall be managed and used in accordance with state regulations, and no unit or individual may use it for other purposes. Seventh city housing provident fund management center shall establish and improve the internal control mechanism, risk prevention mechanism and incentive mechanism. Eighth workers have the right to ask the unit to set up a housing provident fund account and pay the housing provident fund in full and on time; Workers have the right to inquire and withdraw housing provident fund in accordance with regulations; Workers have the right to expose, report and accuse the misappropriation of housing provident fund. Employees who fulfill the obligation of housing provident fund deposit have the right to apply for housing provident fund loans. Chapter II Institutions and Their Responsibilities Article 9 Taiyuan Housing Provident Fund Management Committee is the decision-making body for housing provident fund management within the administrative area of this Municipality. Its main responsibilities are:
(a) according to the relevant laws, regulations and policies, formulate and adjust the specific management measures of housing provident fund, and supervise the implementation;
(two) according to the provisions of the state, formulate the specific deposit ratio of housing provident fund, determine the conditions for the unit to increase and decrease the deposit ratio of housing provident fund, and determine the conditions for the unit to postpone the payment of housing provident fund;
(three) to determine the maximum loan amount of housing provident fund;
(four) approval of housing provident fund collection and use plan;
(five) to consider the housing provident fund value-added income distribution plan;
(six) to review and approve the report on the implementation of the plan for the collection and use of housing provident fund;
(seven) to consider the application for the write-off of bad debts and bad debts of housing provident fund loans. Article 10 The term of office of members of Taiyuan Housing Provident Fund Management Committee is five years, and they may be re-elected. Taiyuan Housing Provident Fund Management Committee shall hold regular meetings. When necessary, an interim meeting may be held upon the proposal of the chairman or more than one-fifth of the members or the proposal of the municipal housing provident fund management center. Eleventh city housing provident fund management center is the management institution of housing provident fund within the administrative area of this Municipality, which is specifically responsible for the management and operation of housing provident fund. Its main responsibilities are:
(a) the preparation and implementation of housing provident fund collection and use plan;
(two) responsible for recording the deposit, withdrawal and use of employee housing provident fund;
(three) the application of the organizer to increase or decrease the proportion of housing provident fund deposit and the application for delaying the payment of housing provident fund;
(four) responsible for the accounting of housing provident fund;
(five) approval of the extraction and use of housing provident fund;
(six) responsible for the preservation and return of housing provident fund;
(seven) the preparation of housing provident fund collection and use plan implementation report;
(eight) the supervision and inspection of the establishment and payment of housing provident fund units;
(nine) to formulate the housing provident fund value-added income distribution plan;
(ten) to accept complaints and reports of violation of housing provident fund management regulations;
(eleven) to undertake other matters decided by Taiyuan Housing Provident Fund Management Committee. Twelfth city housing provident fund management center consists of sub-centers.
The sub-center is a branch of the municipal housing provident fund management center and performs its duties within the scope authorized by the municipal housing provident fund management center.
City housing provident fund management center and sub-centers shall implement unified rules and regulations and conduct unified accounting. Thirteenth finance, statistics, real estate, industry and commerce, taxation and other departments, according to their respective responsibilities, * * * do a good job in the management of housing provident fund in this city. Chapter III Deposit Article 14 A unit shall go through the registration and account opening procedures of housing provident fund deposit at the municipal housing provident fund management center.
After reviewing the information submitted by the unit, the municipal housing provident fund management center will register and open a housing provident fund account for the unit and employees.
Each employee can only have one housing provident fund account.
