At the same time, it is clear for the first time in the Guide that characteristic towns need to formulate a reasonable scale of residential land, and detailed planning standards are given: within the scope of construction land, it is appropriate to plan the per capita residential land of 23-36 square meters, with a permanent population of 3,000-4,000, and the planning requires the establishment of supporting public service facilities including catering and shopping.

"The development of the industry in the future will be very rapid, but the construction of real characteristic towns needs enough time and patience." Pan Yigang pointed out that the only characteristic towns really built in Zhejiang are Shannan Fund Town and Yuhang Dream Town in Shangcheng Huang Yu.
