The results show that * * * 65 people participated in the questionnaire survey, accounting for 38% of women and 62% of men; There are 56% people who say that notarization income has potential to be tapped, and 18% people say that notarization income has a large room for growth; 47% people expressed their willingness to continue to engage in notarization work; Among those who are willing to stay in their posts, 75% believe that changing the system and activating motivation can improve the income level; 70% of people who change jobs are stable because they stay in the system, and 10% is because most colleagues in the unit have changed jobs.
Second, some suggestions.
In view of the above situation, the following suggestions are made:
1, properly solve the problem of insufficient personnel in the notary office after the restructuring. During the transition period, notaries who choose to return to the notary office can continue to serve in the notary office for two to three years to ensure business continuity and provide training and guidance to new notaries. A notary office that has done a good job can be entrusted to a notary office that has difficulties after the reform. A notary office with strong working strength may, upon approval, set up accreditation points, branches or cooperative notary offices across regions. In order to strengthen personnel exchanges and mutual assistance, the director and deputy director of the notary office can be sent to the reformed notary office for temporary guidance and participation in the work. The newly reformed notary office can send notaries to study and receive training in notary offices in developed places.
2. Strengthen the management of state-owned assets and effectively integrate the resources of state-owned assets. As the notary office in our city is subordinate to the judicial bureaus at all levels, the judicial bureau obtains a lot of economic benefits from the income of the notary office, which directly leads to the lack and weakness of supervision of the notary office by the judicial bureau. When investigating and handling cases in which notaries violate professional ethics and practice discipline, they cannot be handled strictly and fairly, which will affect fair law enforcement and lead to unfair notarization and government dishonesty.
At present, many provinces and cities in China have begun to carry out institutional reform of notarization institutions. Based on the above reasons, I think the notary office in our city should also conduct an investigation immediately, completely separate the notary office from the judicial administrative organ, and establish a first-class legal person with independent human, financial and material resources, so that the judicial administrative organ can only undertake the supervision and management of the notary office, thus changing the previous situation of one's own supervision of one's own, fully mobilizing the enthusiasm of notaries, better promoting the benign development of notarization work and giving full play to its due role in maintaining social peace, harmony and stability.
