In April of 20021year, it was established with the approval of the State Council. Jinan's new and old kinetic energy conversion starting area is the second starting area in China after xiong'an new area.

In April, 20021,the State Council agreed in principle to the Implementation Plan for the Construction of Jinan New and Old Kinetic Energy Conversion Start-up Zone, which marked that Jinan New and Old Kinetic Energy Conversion Start-up Zone was officially approved by the State Council and upgraded to Jinan New and Old Kinetic Energy Conversion Start-up Zone, enjoying the experience and policies of free trade pilot zone, national independent innovation demonstration zone and comprehensive innovation reform pilot zone, giving municipal economic and social management authority and delegating some provincial economic management authority.
