Combined with the hot issues of education reform and development, since the 15th Five-Year Plan, the development strategic models of newly-built undergraduate colleges since the reform and opening up have been selected in newspapers and magazines such as China Education News, Liaoning Education Research, Transportation Higher Education Research and Higher Agricultural Education, and the quality of higher education under the popularization condition, the social situation, contradictions and transformation forces in the popularization process have been analyzed, and the sustainable development of higher education under the popularization condition has been discussed.
