From October 19th to 21st, 2012, the 4th China·Guilin Innovation and Creative Culture Festival and Guilin Animation Festival were held at the Guilin International Convention and Exhibition Center.
With the theme of "Livable Land, Innovative and Creative New City", the festival has 41 activities in five major sections: exhibitions, competitions, forums, promotions and activities.
The main activities include: the Ministry of Culture's "Original Animation Frontier Promotion Plan" animation into Guangxi event was launched in Guilin, the exhibition of award-winning works from the Annecy International Animation Film Festival in France, the signing of a sister city agreement between Qixing District and the Hungarian city of Heviz, etc.
At the end of 2012, Qixing District had 1 theater, 2 cultural stations, 1 film screening unit, 192 film screenings, and 38,400 viewers.
By the end of 2010, Qixing District included 14 universities and technical secondary schools, and 8 provincial and ministerial level scientific research institutes.
Most of the higher education institutions in Guilin are concentrated in Qixing District, including Guangxi Normal University, Guilin University of Technology, Guilin Medical College, Guilin Institute of Aerospace Industry, Guilin Tourism College, etc., providing talent support for the high-tech zone.
Scientific research institutes include Guilin Karst Research Institute, Guilin Laser Communication Research Institute, Guilin Electrical Equipment Research Institute, Guilin Measurement and Testing Research Institute, Guilin Tea Science Research Institute, Guilin Mineral Geology Research Institute, Guangxi Citrus Research Institute and Guangxi Fruit and Vegetable Research Institute, etc.

By the end of 2012, there were 5 junior high schools in Qixing District, with 170 full-time teachers and 1,343 students.
There are 15 primary schools with 735 full-time teachers and 14,045 students.
The enrollment rate of primary school-age children is 100%.
As of August 2006, Qixing District has more than 1,000 enterprises of various types, including 196 high-tech enterprises and more than 300 foreign-funded enterprises.
A total of more than 1,300 high-tech projects have been implemented, including 135 national-level torch projects, and 682 products with independent intellectual property rights have been developed, including 7 internationally unique products and 45 domestically unique products.
In 2012, Qixing District applied for 1,249 invention patents, including 718 invention patents, 441 utility model patents and 90 design patents.
653 patents were authorized, including 215 invention patents, 361 utility patents and 77 design patents.
The number of invention patent applications and authorizations accounted for 58.1% and 70.3% respectively of Guilin City.
It has obtained 53 Guilin science and technology projects with a capital of 6.34 million yuan; obtained 38 autonomous region science and technology projects with a capital of 36.43 million yuan; and obtained 7 national science and technology small and medium-sized enterprise technology innovation fund projects with a capital of 3.5 million yuan.
In 2011, the per capita disposable income of urban residents in Qixing District was 20,573 yuan, a year-on-year increase of 10.76%; the per capita net income of farmers was 7,984.8 yuan, a year-on-year increase of 18.50%.
In 2012, the average annual salary of employees in Qixing District was 39,441 yuan, an increase of 16.13%.
The per capita disposable income of urban residents was 23,035 yuan, an increase of 11.97%, and the per capita consumption expenditure was 15,121.76 yuan.
The per capita net income of farmers was 9,375 yuan, an increase of 17.4%, and the per capita living expenses were 5,557 yuan.

In 2011, Qixing District’s urban residents’ basic medical insurance participation rate reached 90.16%, and the new rural cooperative medical insurance participation rate reached 98.52%. 11 community health service institutions started to implement the national essential medicine system, accounting for 100% of the total number that should be implemented.
11 national basic public health service projects in ten categories have been fully implemented, and the per capita basic public health service funding has been increased to 25 yuan.
In 2012, Qixing District established a "one-stop instant settlement system" for rural cooperative medical assistance. 39,865 people participated in the new rural cooperative medical care, and the participation rate was 99.03%; the per capita financing level increased to 290 yuan, and 29,207 people were subsidized by the new rural cooperative medical care, and medicines were reimbursed
The fee is 7.5374 million yuan, and the fund utilization rate is 65.20%.
Eight village clinics took the lead in carrying out zero-margin sales of essential medicines for village-level health services.
The per capita monthly basic public health and service expenditure in the district reaches 25 yuan.
In 2012, medical institutions at all levels and types in Qixing District had 734 beds and 1,160 health technicians, including 442 practicing physicians and 490 registered nurses.
There are 39,865 farmers participating in the new rural cooperative medical care in the region, with a participation rate of 99.03%.
