The Ho Leung Ho Lee Foundation is a social welfare charity fund registered in Hong Kong on March 30, 1994, based on the enthusiasm of advocating science and revitalizing China, by Hong Kong's patriotic financiers Mr. Ho Sin Hang, Mr. Leung Kauju, Mr. Ho Tim, and Mr. Lee Quo Wai, who each donated HK$100 million.

On May 13, 1994, a grand establishment ceremony was held in the Great Hall of the People in Beijing.

In the 14 years since the foundation of the fund, the charitable deeds, righteous deeds and pioneering efforts of the donor founders have been highly praised by the Central People's Government and the Government of the Hong Kong Special Administrative Region and warmly welcomed by all sectors of society.

It is composed of domestic science and technology authorities and internationally renowned scholars in various related fields who have noble moral sentiments, profound academic attainments, and are enthusiastic about science and technology awards.

After being approved by the Trust Committee and issued a letter of appointment, the members of the Selection Committee shall independently exercise their functions and be responsible for the selection work.

The selection committee shall have a maximum of 20 members, including one director, two deputy directors, and one secretary-general, who shall be composed of mainland scholars and overseas scholars.

The ratio of mainland scholars and overseas scholars on the selection committee is, in principle, that for every four members, there will be three mainland scholars and one overseas scholar.

The director and deputy director of the selection committee shall be concurrently served by the trust members specified in the supplementary provisions of the fund trust contract.

Among them, the director is concurrently served by the trust committee member related to the Ministry of Science and Technology specified in the supplementary contract, and the two deputy directors are concurrently served by the trust committee member related to the Ministry of Education specified in the supplementary contract and the international scholars trust committee member specified in the supplementary contract.

The Secretary-General of the Selection Committee shall be appointed by the Trust Committee and approved by the donors.

A quarter of the members of the Selection Committee are replaced every three years (excluding the director, deputy director and secretary-general). In addition, the appointment of members of the Selection Committee follows the principles of relative stability and moderate renewal.

The method shall be formulated by the selection committee.

The Selection Committee office is located in Beijing and is affiliated with the Ministry of Science and Technology. The Selection Committee can organize a number of professional review groups and award review groups according to the needs of the selection work. It will conduct preliminary evaluations of nominees based on the nomination and recommendation materials of the nominators, select award-winning candidates, and submit them for selection.

Final review by the committee.

The judges of the professional review team and the award review team are appointed by the selection committee.

The winners of each award of this fund will be evaluated by the selection committee meeting.

The winners of the Ho Leung Ho Lee Foundation Science and Technology Progress Award and the Ho Leung Ho Lee Foundation Science and Technology Innovation Award will be selected and determined by the selection committee based on the selection results of the professional review team and the award review team.

Winners of the Ho Leung Ho Lee Foundation Science and Technology Achievement Award are selected by the plenary meeting of the selection committee based on nominations from the selection committee.

The selection committee will set up a pre-screening group to conduct inspections and hearings on candidates when necessary.

The selection committee meeting implements the principle of "fairness, impartiality and openness", implements a one-person-one-vote system, and determines the winners by secret voting.

Candidates for the Ho Leung Ho Lee Foundation Science and Technology Progress Award and the Ho Leung Ho Lee Foundation Science and Technology Innovation Award will be the winners if they receive half of the votes in favor.

Candidates for the Ho Leung Ho Lee Foundation Science and Technology Achievement Award must receive a two-thirds majority vote to be awarded the award.

The selection committee should give due consideration to the balance among award types, disciplines and regions when assessing the number of awardees.
