article 1 in order to protect and rationally develop and utilize water resources, strengthen the construction and management of small-scale water conservancy projects, and promote the coordinated development of economy and society, these regulations are formulated in accordance with the Water Law of the People's Republic of China and other relevant laws and regulations, combined with the actual situation of the Autonomous Prefecture. Article 2 The term "small water conservancy" as mentioned in these Regulations refers to small (1) type and its following reservoirs, ditches, culverts, pumping stations, electromechanical wells, river dikes, ponds, ponds (pits) and other water conservancy facilities. Article 6 Autonomous Prefecture encourages and supports citizens, legal persons and other organizations to invest in small-scale water conservancy construction, and whoever invests will benefit. Seventh Autonomous Prefecture People's government encourages and guides water users to set up water cooperation organizations in accordance with the principles of voluntary organization, independent management and mutual benefit. state, county (city) water administrative departments and relevant departments should give support and provide services to water cooperation organizations in terms of policies, funds and technology. Eighth autonomous prefectures and counties (cities) people's governments set up special funds for small water conservancy construction. Main sources of funds:

(1) 3% of the water conservancy construction fund;

(2) 1% of the net income from land transfer fees is used for agricultural land reclamation;

(3) 3% of the water resource fee;

(4) income from auction, lease and transfer of small water conservancy projects;

(5) other funds. Article 9 Procedures for examination and approval of small-scale water conservancy projects invested by people's governments at all levels:

(1) Small-scale (1) water conservancy projects shall be reviewed by the water administrative department of the county (city) people's government and reported to the water administrative department of the people's government at or above the state level for examination and approval;

(2) Small (2) type water conservancy projects shall be reviewed by the township (town) people's government and submitted to the water administrative department of the county (city) people's government for approval;

(3) Small water conservancy projects such as small dam ponds and ditches with flow below .1 cubic meters per second shall be reviewed by the township (town) water conservancy institutions and reported to the township (town) people's government for approval;

(4) Water conservancy projects such as dams and pumping stations built within the scope of river management shall be reported to the water administrative department of the people's government at or above the county level for examination and approval. Tenth small (1) and small (2) water conservancy projects invested by social capital shall be submitted to the investment department of the people's government at or above the county level for approval or filing after technical examination.

(3) Culverts, pumping stations, upstream and downstream rivers and dikes are within 2 meters, and the left and right sides are within 1 meters.

the scope of protection shall be defined according to the principle of being conducive to the safe operation of the project. Article 15 The following acts are prohibited within the scope of management and protection of small-scale water conservancy projects:

(1) Damage to buildings such as culverts and pumping stations, and hydrological, communication and observation equipment and facilities;

(2) Reclamation, opening, digging holes, drilling wells, burying graves, grazing, building buildings and stacking materials;

(3) frying fish, poisonous fish and electric fish in waters;

(4) Non-management personnel operate culverts, gates and other facilities and equipment;

(5) Mining sand and gravel, mining, blasting and cutting down trees;

(6) dumping garbage and waste residue;

(7) discharging toxic and harmful substances.
