On February 5th, the National Development and Reform Commission (NDRC) reported that recently, the NDRC approved the "Implementation Plan of the National Urban-Rural Integration Development Experimental Zone", and agreed in principle that 165438 is Jiahu District in Zhejiang, Fuzhou East District in Fujian, Guangqing District in Guangdong, Jiangsu Suning West District, Qing Ji District in Shandong, Xuchang in Henan, yingtan in Jiangxi, Chengdu West in Sichuan, Chongqing West, Xixian District in Shaanxi and Changji District in Jilin.

The National Development and Reform Commission said that all relevant provinces should attach great importance to it, strengthen leadership, meticulously organize, clearly define the division of labor, actively support the exploration and innovation of the pilot area, promote the solution of difficult problems encountered in the pilot area, strengthen the reform authorization within the provincial authority, strengthen the financial guarantee of provincial financial transfer payments, budgetary investment and local government special bonds, strengthen the supply of new construction land planning indicators and indicators linked to the increase and decrease of urban and rural construction land, solidify the reform results in a timely manner by local laws and regulations, and effectively and orderly promote the implementation of the plan. All provincial development and reform commissions should strengthen overall coordination, guidance, monitoring and evaluation, and normalized communication, pay attention to summing up and refining good experiences and practices, take the lead in promoting them in the province, and promptly submit them to the National Development and Reform Commission. Cities, counties and districts in experimental areas should strengthen the responsibility of reforming experimental subjects, implement experimental tasks from material to people, and establish working mechanisms such as assessment, incentive and restraint, fault tolerance and error correction.

The National Development and Reform Commission (NDRC) indicated that it will coordinate major issues in the experimental area with relevant departments, give full play to the demonstration and driving role of the experimental area based on the inter-ministerial joint conference system of urbanization and urban-rural integration development and the principle of encouraging exploration, inclusiveness and prudence. Create an institutional environment and policy environment conducive to reform experiments, authorize important reform issues through effective paths and procedures, support major projects to be included in relevant national plans, strengthen the financial guarantee of investment, corporate bonds and policy credit in the central budget for eligible projects, coordinate and strengthen the supply of construction land, and strengthen important policy support as needed. Summarize and popularize typical experience, and when conditions are ripe, it will become the national institutional arrangement and policy design. Establish a monitoring and assessment mechanism, and implement annual assessment, clear rewards and punishments, moderate advance and retreat, and dynamic adjustment.
