In order to solve the treatment difficulties of poor and sick rural women, the All-China Women's Federation has established a "Special Fund to Help Poor Mothers with Two Cancers". The Ministry of Finance allocates 50 million yuan from the Central Lottery Public Welfare Fund every year to provide medical aid to sick rural women.

Provide treatment to poor rural women, and a total of 10,000 yuan in relief funds have been distributed to each of 20,715 sick women.

Article 5 The Ministry of Finance and the All-China Women's Federation are responsible for formulating project management measures and guiding, supervising, and inspecting the use of project funds and project implementation.

Article 6 The Women’s Development Department of the All-China Women’s Federation and the China Women’s Development Foundation jointly form the National Project Implementation Office. Its main responsibilities are: (1) Research and formulate annual project implementation plans, and prepare project budgets, implementation agreements and other documents.

(2) Organize the signing of an implementation agreement and promptly allocate relief funds in accordance with the agreement.

(3) Guide and supervise project implementation, and establish project management electronic databases and files.

(4) Responsible for organizing project training.

(5) Responsible for the summary evaluation of the project.

Before the end of March every year, a report on the use of lottery public welfare funds for the previous year is submitted to the Ministry of Finance and the implementation status of the project is regularly announced to the public.

Article 12 The provincial project execution office will allocate the funds to the Women’s Federation of the project implementation county within 5 working days after receiving the relief funds.

The Women's Federation of the project implementing county will distribute the relief funds to the women suffering from "two cancers" to be assisted within 10 working days after receiving the relief funds.

Article 13 Women suffering from "two cancers" who receive relief funds should sign on the registration form for receiving relief funds.

The original copy of the relief fund registration form will be kept by the women's federation of the project implementing county, and the retention period shall not be less than 3 years; the copy will be kept by the provincial project execution office.

Article 14 The provincial project execution office and the women's federation of the project implementation county shall establish complete and accurate rescue application and project implementation files.

Article 15 The National Project Implementation Office shall establish complete fund approval and project management files, conduct random inspections of the work files of provincial project execution offices and project implementation counties at any time, conduct random inspections and visits to beneficiaries, and conduct on-site inspections of project implementation areas in a timely manner.
