The secret of the success of small station training is that the law is extremely strict. The constitution, laws and decrees of the new army are well prepared and detailed. For soldiers who have outstanding performance in obeying the law, they will be rewarded with merit, silver or promotion; For those who violate the rules and regulations, there is a fucking price to pay. The methods of punishment include beating the club, sticking an arrow in the ear to show the public, and deducting wages. The most severe punishment is beheading. Article 20 of the Concise Military Law has "eighteen beheadings", which stipulates that eighteen violations should be dealt with, including failing to comply with cold feet, shrinking from cold feet, defrauding meritorious service, escaping, pretending to be ill, neglecting guard, delaying fighter planes, leading soldiers to death, catching fire, abandoning guns, revealing secret orders, burning and looting adultery, spreading rumors to confuse people, screaming and disturbing people, and fighting.
According to Cha Na's law on deserters, checkpoints were set up at various intersections near the station, and every deserter caught was rewarded with 220 taels of silver. Deserters are arrested and "severely punished by military law". The newly-built army often executes deserters as an example. The place where the card is set up is commonly known as the card ovary. Up to now, there is still a place called Ka Zifang on the Jinqi Highway in the north of the station, which is the historical remains of deserters in the new army.
1899 Yuan Shikai wrote in "Zhang Guodong and other films": "In training camps, discipline comes first, and its mediocre members must be punished at any time to make an example for others and be stricter than military and political affairs." Want to get rid of Zhang Guodong, the ambassador of Hualing, and Yang Zhengguo, the former abbot. Just because they went out to buy horses and asked for food from places along the way; A person who is lax in discipline and doesn't know how to cheer up. Apart from this dismissal, Yuan Shikai never condoned soldiers' violation of discipline. On one occasion, he occasionally went out to inspect alone and happened to meet a young officer smoking opium in the barracks below. Although the young officer knelt down and begged for mercy, he personally cut off the head of the addict with a big knife on the spot. Every month, the recruits will be paid by the resident, and the officer must personally call the roll and pay them by name. On one occasion, it was found that the reimbursement was false, and the iron coins were plated with silver to pretend to be Yin Lun, and the soldiers made a scene. Yuan immediately ordered the law enforcement department to slay several officials of the reimbursement bureau.
Farmers at Shengziying Station met Xiaozhangzhuang, a new army team, every day in Shengziying in those years. The first immigrant was Zhang Jiaying from Zhangde, Henan Province (Zhang Jiaying was Yuan Shikai's ancestral home). In autumn, when rice comes into the field, the roadside is full of threshing and raising fields. The team trained by the new army passes through the flying rice, but officers are not allowed to influence the work of farmers.
There are as many as 38 bans on the new army. Each item is formulated according to the phenomenon that happened in the army. If Yong Ding harassed the countryside, "let the local people recognize their courage and subdue them, complain according to the facts, or send them to the shaft for investigation." Wait a minute. According to historical records, Yuan Shikai believes that "the order is not good, and the reason for breaking up is also. Time is the foundation of laziness. Relieve feelings, a taboo for soldiers. " Therefore, he used the method of punishing himself to warn the officers and men, and fined one tenth of his salary and handed it over to the office of the law enforcement brigade as the fund for the establishment of the Zhao Zhong Temple. Make an example of others. Just after Yuan Shikai punished himself, various punishments followed, targeting officers at all levels, foreigners and even soldiers below.
Once, when Fan, the captain of the cavalry sentry, was practicing walking, the feathers on his hat fell to the ground. During the drill, the soldier Liu Chaoju suddenly dismounted and picked it up, which violated the operating rules and was fined 200 sticks. The sentry fan is responsible for taking off the feathers on the top. Li Yunde, a soldier, rode a donkey instead of walking when he went out for exercise. He was in charge of 200 sticks. Sentinels Li Fengju, Chen Xichun and Zhang Yongsheng at the sentry post on the right were given demerits respectively. When the team returned to camp, the soldier Fan Rongxin came out with a gun. I was shot with an arrow because I bought melons in the shade of a river bank. Wu Jinbiao, the battalion commander, took off his hat, and Zhang Dianru, the sentry, hit two hundred sticks. Sentinel Liu Sansheng led the sentinel to patrol around Dongzhai Gate. The patrolling soldiers dared to sneak into Henan with bayonets and left their posts without authorization, and were severely punished. Henan mentioned here refers to the south bank of the river under the jurisdiction of Zhanma Factory. According to the old man in the station, Henan actually refers to the place where brothels are located. In the middle whistle of the artillery team, the soldiers who pulled out their guns shouted at will and took off the top hat of sentry Xu Wukui. Horses are not fat, so treat cavalry. Sentinel Mu Yongsheng asked Yuan Shikai for a promotion in Beijing. As a result, he was not promoted, but his top hat was also taken off. During the drill, sentry Li Dianwen called the idle people on the other side of the river, hit 500 sticks and took off his hat.
It is precisely because of this strict military discipline that the newly formed army has created an army that enables Yuan Shikai to influence the history of China.
