According to the Ministry of Science and Technology, among the six pilot projects started in advance, 627 projects finally entered the defense review, of which 242 projects entered the follow-up management link through review, with an overall pass rate of 38.60%.

The national key R&D plan is integrated from the original national key basic research and development plan (973 plan), the national high-tech research and development plan (863 plan), the national science and technology support plan, the international science and technology cooperation and exchange project, the industrial technology research and development fund and the public welfare industry research project. It is a major social welfare research related to the national economy and people's livelihood. As well as strategic, basic and forward-looking major scientific issues, major key technologies and products related to industrial core competitiveness, overall independent innovation capability and national security, providing continuous support and guidance for major areas of national economic and social development.
