Maintenance fund, also known as public maintenance fund, also known as residential special maintenance fund. The owner of the residential property pays a certain standard amount to the special account for the maintenance of public parts and facilities and equipment in the property area, and authorizes the property service enterprises or other management units to use it.

Housing maintenance funds are used for the maintenance and renewal of the main structure, public parts and public facilities and equipment after the warranty period expires. The main load-bearing structures of houses include foundation, internal and external load-bearing walls, columns, beams, floors and roofs. Public parts refer to outdoor walls, hallways, stairwells, corridors, etc. Public facilities and equipment refer to water pipes, elevators, facades, fire-fighting facilities, green spaces, roads, ditches and other facilities and equipment used by owners in houses and related supporting areas.

The use conditions of the maintenance fund are:

1. Maintenance funds can only be used to repair and update the public parts and facilities of the property after the warranty period expires. The specific owners shall share the cost proportion according to the determination standard of voting rights.

2. When the maintenance funds are idle, it is forbidden to use them for other purposes except purchasing government bonds or risk-free financial management.

According to Decree No.2004 of Ministry of Construction and Ministry of Finance. 165 measures for the administration of special maintenance funds for residential buildings;

Article 7 The owners of commercial residential and non-residential houses shall deposit special maintenance funds for houses according to the construction area of their own properties, and the amount of the first special maintenance funds for houses deposited per square meter of construction area shall be 5% to 8% of the construction and installation cost of local houses per square meter.

The competent departments of construction (real estate) of the people's governments of municipalities directly under the central government, cities and counties shall, according to local conditions, reasonably determine and announce the amount of the first-phase residential special maintenance fund deposited per square meter of construction area, and make timely adjustments. Therefore, the payment of maintenance funds in each region is different.

Eighth sale of public housing, in accordance with the following provisions of the deposit of residential special maintenance funds:

(1) The owner shall deposit the special maintenance fund for the house according to the construction area of the property he owns, and the amount of the first special maintenance fund for the house per square meter of construction area shall be 2% of the local housing reform cost price.
