1, the applicant goes to the township (town) land and resources management office (sub-bureau) to receive the Application Form for Demolishing the Old Land and Building a New Land, and provides a copy of the household registration book or ID card and other documents;
2, in the original old homestead building need to provide the original land use certificate, the application for building by the villagers' group representatives to discuss and agree;
3, the local rural villagers committee to review the old house demolition and new house construction land application;
4, the township (town) land and resources management organization personnel field reconnaissance, and with the consent of the planning department, with the consent of the local township (town) government for examination and approval, by the township (town) land and resources management organization reported to the county land and resources management bureau for examination and approval.
Materials to be prepared for renovation of old houses:
1, application for registration;
2. The identity certificate of the applicant;
3 proof of the right to use the homestead or the right to use the collectively owned construction land;
4, apply for registration of housing in line with urban and rural planning;
5, housing surveying and mapping report or the villagers' housing plan;
6 to apply for the initial registration of villagers' housing ownership, it shall also submit the certificate that the applicant belongs to the rural collective economic organization where the house is located.
To sum up, in the process of wall reconstruction, it is necessary to change the load-bearing and seismic components. If the load-bearing wall is demolished to expand the indoor space, it will reduce the load-bearing and seismic capacity of the wall, which will lead to safety problems.

Buildings and structures that have been built before the formulation of the overall land use planning and do not meet the purposes determined in the overall land use planning shall not be rebuilt or expanded.
Article 66
Under any of the following circumstances, with the approval of the people's government that originally approved the land use, the rural collective economic organization may recover the land use right:
(a) for the township (town) village public facilities and public welfare undertakings, the need to use land;
(two) the use of land is not in accordance with the approved purposes;
(three) the land that has been stopped for reasons such as cancellation and relocation.
If the land collectively owned by farmers is recovered in accordance with the provisions of Item (1) of the preceding paragraph, the land use right holder shall be given appropriate compensation.
The recovery of the right to use collectively-operated construction land shall be handled in accordance with the written contract signed by both parties, unless otherwise stipulated by laws and administrative regulations.
