The money from Hunan social security co-ordination eventually flows to the funds managed at the provincial level, and the money from Changsha social security co-ordination eventually flows to the funds managed at the municipal level; Therefore, the former is more widely used in the whole province, while the latter can only be used in the local market.
4. Different standards
Hunan's social security coverage, insured persons, rate policies, payment standards, work injury identification and labor ability identification methods, payment standards, handling procedures and information systems are unified in the whole province, while Changsha's social security is unified only in the whole city.
Legal basis: Article 64 of People's Republic of China (PRC) Social Insurance Law includes basic endowment insurance fund, basic medical insurance fund, industrial injury insurance fund, unemployment insurance fund and maternity insurance fund. In addition to the basic medical insurance fund and maternity insurance fund combined accounting, other social insurance funds are accounted for separately according to social insurance types. Social insurance funds implement a unified accounting system throughout the country.
The social insurance fund is earmarked for special purposes, and no organization or individual may occupy or misappropriate it.
