Trial regulations of the national postdoctoral science fund
Chapter I General Provisions Article 1 These Trial Measures are formulated in accordance with the spirit of Document No.88 issued by the State Council, the Notice of the State Council on Approving the Report of the State Science and Technology Commission, the Ministry of Education and the China Academy of Sciences on Pilot Post-doctoral Research Mobile Station. Article 2 The purpose of establishing the national postdoctoral science fund is to encourage and support young talents and outstanding talents with scientific research potential among postdoctoral researchers, and provide favorable conditions for them to carry out scientific research smoothly, so that they can rapidly grow into high-level professionals and make contributions to the four modernizations. Chapter II Sources of Funds and Subsidies Article 3 Sources of Funds:

(1) State special funds;

(2) Various institutions and organizations at home and abroad; Donations from units or individuals;

(3) government funding at all levels;

(4) Other income. Article 4 The fund shall be deposited in domestic financial institutions, and the annual subsidy for postdoctoral researchers shall be drawn from the annual interest. Article 5 The amount of subsidy is divided into two grades:

(1) RMB 65,438+00,000 yuan and US$ 2,000 in foreign exchange;

(2) 5000 yuan, foreign exchange 1 000 USD.

With special needs, the amount of funding can be appropriately increased. Chapter III Application Methods and Examination and Approval Procedures Article 6 A postdoctoral researcher applying for a postdoctoral science fund shall meet the following conditions:

(a) excellent academic performance, and made outstanding achievements in research work;

(2) Working in a postdoctoral research mobile station for more than half a year, and the work is progressing smoothly;

(3) Under the age of 35. In the past two years (before the end of 1988 10), the age of applicants in the northeast, northwest and southwest regions can be relaxed to 43 years, and the age of applicants in other regions can be relaxed to 40 years. Article 7 An applicant shall provide the following written materials:

(a) Applications, including degrees obtained by individuals; Past scientific research achievements at home and abroad and their evaluation; The content, significance, progress, expected results and research level at home and abroad of the research projects currently engaged in; Existing scientific research conditions; The amount and purpose of the application for funding;

(2) Letters of recommendation from two professors (researchers or other persons with the same titles). Article 8 The station building unit shall evaluate the applicant's scientific research ability, academic level, work performance, scientific research achievements and the necessity of applying for funding, and submit relevant materials to the Office of the Management Coordination Committee of the National Postdoctoral Research Mobile Station (located in the Bureau of Science and Technology Cadres of the State Science and Technology Commission, hereinafter referred to as the Administrative Committee Office). Article 9 The office of the Administrative Committee will distribute the application materials received to the expert group of relevant disciplines within a time limit, and the expert group will invite three experts traveling with the applicant to collect opinions by means of communication, and then the expert group will put forward evaluation opinions on whether the applicant is funded and the amount of funding. The audit is conducted twice a year in February and August, and the applicant must send all the materials to the administrative committee office before the end of June and the end of February. Article 10 The Management Coordination Committee of the National Postdoctoral Research Mobile Station shall, according to the evaluation opinions of the expert group, examine and approve the candidates and the amount of funding. Article 11 Those who are particularly outstanding among the recipients and need to continue to receive funding from the Fund due to research needs can apply for 1 time after receiving funding. The application method and approval procedures are the same as above. Chapter IV Usage Article 12 The funds obtained by postdoctoral researchers can only be used to purchase instruments and equipment, experimental materials and books and materials needed for research work; Refit the laboratory; Hiring an assistant to attend relevant academic conferences at home and abroad cannot be counted as personal living expenses. Thirteenth funded objects have the autonomy to control the funding in research work, allowing the unused part to be taken from the first station to the second station, or to the work unit for continued use after the expiration of the flow.

Instruments, equipment, experimental materials, books and other materials purchased with grants belong to the state property. After the postdoctoral researchers move to the second station to work or arrange a fixed job, all the above items necessary for their research work can be taken to the new station or work unit by postdoctoral researchers, and the rest can be left to the station building unit. Registration formalities shall be completed when the goods are handed over. Chapter V Management Article 14 The Office of the Administrative Committee shall conduct unified management of postdoctoral science funds, go through the disbursement procedures of funding, and supervise and inspect the use of funding. In violation of the provisions of article twelfth, improper use has the right to recover. Fifteenth grant recipients shall submit a written report on the use of the grant and the benefits obtained to the station building unit every year. After each use of funds, a comprehensive summary of the research work and the use of funds must be submitted to the station building unit and the CMC office. Article 16 The financial department of the unit where postdoctoral researchers work shall establish separate accounts and manage and supervise them on their behalf. Chapter VI Supplementary Provisions Article 17 These Trial Provisions shall come into effect after being discussed and approved by the National Management Coordination Committee for Postdoctoral Research Mobile Stations, and the right of interpretation shall be vested in the Administrative Committee Office.
