As a new form to promote the development of public welfare undertakings, public welfare venture capital includes small and medium-sized public welfare organizations, e-mail, foundation support, external investment, asset realization, special financial funds invested by the government, welfare lottery public welfare funds, charitable funds and social donations. Among them, the special financial funds invested by the government and the welfare lottery public welfare fund are the main sources, while other social donations only account for a small proportion, and some places are all funded by the government. Domestic public venture capital is mainly funded by government departments, which is somewhat different from the creativity, innovation and venture capital required by international public venture capital. In order to encourage social organizations to raise funds by themselves, various regions have also introduced active encouragement policies.
