Article 1 In order to strengthen the management of the project funding of the National Science Fund for Distinguished Young Scholars (hereinafter referred to as the project funding), these Measures are formulated in accordance with the Financial System of Scientific Research Institutions, the Measures for the Financial Management of the National Natural Science Fund and the Regulations on the Management of National Scientific Research Projects, and in combination with the management characteristics of the National Science Fund for Distinguished Young Scholars (hereinafter referred to as the Fund for Distinguished Young Scholars).

Second project funds are mainly used for funding:

(a) outstanding young scholars engaged in basic research and some applied research of natural science in China and about to return to China (mainland);

(2) Every year, some outstanding young scholars from overseas, Hong Kong and Macao spend a certain period of time in China (Mainland) for basic natural science research and some applied research.

Article 3 The National Natural Science Foundation of China (hereinafter referred to as NSFC) is responsible for the establishment, approval and fund management of outstanding youth fund projects.

Article 4 Outstanding Youth Fund projects include National Outstanding Youth Science Fund projects, overseas young scholars cooperative research fund projects, and Hong Kong and Macao young scholars cooperative research fund projects.

Article 5 The management and use of project funds must conform to the relevant national financial system and these Measures, and be conducive to the development of scientific research.
