In recent years, in Shanghai, an understanding of economic laws has been formed: promoting employment is inseparable from the soil of the market. The government's employment policy must expand the market employment space according to the laws of economic development and social progress. Therefore, in terms of reemployment of laid-off workers, Shanghai resolutely reformed the old government system of all-round and hierarchical employment, followed the laws and requirements of market economy, solved the employment difficulties in the process of labor marketization by means of market operation, government policy support and effective assistance from trade unions, and achieved remarkable results.
First of all, the government constructs the employment system through market operation.
1.4050 project.
Last year, Shanghai creatively put forward the new concept of 4050 project. By seeking jobs from the society and letting the industry create employment opportunities, the re-employment problem of 4050 people (referring to working-age workers over 40 and over 50, mostly laid-off workers from former state-owned enterprises) was solved in a market-oriented way.
Shanghai Municipal Government follows the new idea of market employment and the new orientation of government role, fully respects the objective law of market economy operation, actively moves towards the market, finds and develops projects suitable for 4,050 people, and attracts social manpower and material resources to participate in creating profitable industries with preferential policies. Different from the government's full-time job development, the government's responsibility of promoting employment has not changed, but the technology and skills of threading needles and building platforms have taken on a new look. The government pays more attention to relying on social forces, relying on the market to operate employment independently, only playing a coordinating role, and no longer directly participating in job creation. Project 4050 initially realized the market-oriented operation mechanism, promoted the transformation of government functions, strengthened the service function of employment service agencies, expanded the development achievements of employment projects, created more jobs, and formed a relatively complete re-employment support system. At the same time, the efficiency of the government's employment promotion policy has been significantly enhanced, so that the market energy supporting re-employment can be released quickly, and the money flows to the place where it flows, so that the policy can truly reflect the rules of the market economy and achieve both efficiency and fairness.
2. Informal employment.
In order to promote the re-employment of laid-off workers, Shanghai organizes laid-off workers to participate in public welfare work such as community services for the convenience of the people and the construction of the city appearance and environment, and provides various temporary and surprise services for enterprises and institutions, producing self-help in the form of cottage industry and manual workshops, and implementing informal employment when stable labor relations cannot be established or unconditionally established temporarily.
Informal employment in Shanghai is carried out through informal employment labor organizations and managed by community employment service carriers. There are two main forms of informal employment labor organizations. One is that laid-off workers find their own business services and organize themselves into community labor organizations in the form of self-employment. Its characteristics are voluntary combination, self-financing, self-management and self-financing. The other is a non-profit (or public welfare) social labor organization, which is established with the help of relevant departments of the local government according to the needs of resettling people with employment difficulties, such as community public welfare labor organizations, training internships, labor export bases, etc.
3. Labor employment service enterprises.
In order to resettle laid-off workers in cities and towns and organize them to help themselves in production and operation, Shanghai pays attention to the development of labor employment service enterprises supported by the state and society and recognized by the labor and social security departments.
4. Initial loan guarantee.
In order to solve the problem of insufficient personal guarantee for laid-off workers to apply for opening loans from banks for their own businesses, Shanghai has formulated the Trial Opinions on Employment Promotion Fund Guaranteed Opening Loans. On the premise that the bank agrees to the loan, the bank will go to the Municipal Employment Promotion Fund to handle the fund guarantee procedures on behalf of the borrower to help the practitioners solve the financing difficulties of starting a business.
5. Entrepreneurship training.
Entrepreneurship training is a beneficial measure for laid-off workers in Shanghai to start their own businesses. It aims to help laid-off workers through training. There are two main forms of entrepreneurship training: open entrepreneurship training class and entrepreneurship training owner class. The training is divided into three stages: introductory training of entrepreneurial theory and practical learning, personalized counseling and class tracking, which lasts for one year.
6. Opening instruction.
In order to create a good social atmosphere and encourage the whole society to care for and support entrepreneurship, the Shanghai Entrepreneurship Guidance Expert Volunteer Service Group was established. All kinds of experts, scholars and outstanding entrepreneurs with rich experience or expertise in entrepreneurship, management and consulting in the city volunteered to participate, and formed a volunteer team of opening guidance experts. Shanghai Entrepreneurship Guidance Expert Volunteer Service Group mainly provides 18 consulting guidance and services. The service forms mainly include outpatient service, consulting service, pairing service, door-to-door service and online service.
7. The government purchases training results.
In order to make full use of Shanghai's educational resources and promote the marketization of the labor force, the Shanghai Municipal Government spends 1 billion yuan every year to select high-quality and responsible training institutions to undertake the training tasks of laid-off workers through bidding. The government presides over the examination and certification of training, and gives training fees according to the employment rate after training.
Second, trade unions pay attention to development and maintenance, and strive to promote re-employment.
1. Carry out production self-help and re-employment activities.
According to the actual situation in Shanghai, trade union organizations at all levels in Shanghai vigorously develop informal employment organizations, help self-help in production, and help the government to do a good job in re-employment of laid-off workers. At present, Shanghai trade unions have supported more than 1000 production self-help organizations and created more than 15000 jobs. Pay attention to the market economy as the guide in the work and let it go to the society. First, raise 20 million yuan of risk funds for the society and enterprises, and provide small loans for self-help organizations of laid-off workers, which will be subsidized after being evaluated by trade unions. The second is to cultivate entrepreneurs. The trade union conducts free initial short-term training for two weeks, and then sends it to the opening training class organized by the government. Trade unions train more than 2,000 entrepreneurs every year, one third of whom are practitioners, and the opening rate is steadily increasing.
2. Carry out supplementary mutual insurance for employees.
At the end of 1994, the Shanghai Federation of Trade Unions founded the Shanghai Workers' Security Mutual Aid Association, insisting on improving the supporting services of the social security system, helping workers solve outstanding difficulties, giving full play to the advantages of the trade union network, carrying forward the fine tradition of workers' mutual aid, boldly exploring according to market requirements, upgrading the traditional workers' mutual aid to the old-age and serious illness supplementary security for employees, enhancing the ability of workers to resist risks, and perfecting the social security system in Shanghai, and so on.
Through accurate and scientific calculation, the mutual assistance security project carried out by Shanghai Federation of Trade Unions has achieved low fees, strong security, convenient and simple operation, quick and timely claims settlement and thoughtful and enthusiastic service, which has been fully affirmed by the municipal party committee and municipal government and supported by the majority of employees. Take the new three medical insurance scheme as an example. The first is to carry out nine kinds of supplementary insurance for serious illness. Employees should pay to 20 yuan every year, once every three years. If they have nine kinds of serious diseases, they can get compensation of 1 1,000 yuan. At present, there are 1.97 million employees, and the participation rate of employees is 52%. The second is to carry out supplementary insurance for hospitalization. Each person goes to 35 yuan every year for one year. If you are hospitalized, you can solve the problem of 60% of the self-funded part of medical insurance, with a cap of 43 million people participating in the insurance, and the employee participation rate is 80%. Both of these insurances require group participation, and more than 80% of enterprise employees must participate. Third, the supplementary medical insurance for retired workers, with 50 yuan per person per year for one year, covered 2.3 million people, with a coverage rate of 95%. At present, the Shanghai Federation of Trade Unions has raised 1 0.80 billion yuan of supplementary insurance for employees, with an annual increase of more than10 billion yuan.
3. Do a good job in training and employment for the society.
Shanghai Federation of Trade Unions Training Center is a self-supporting institution directly under the Municipal Federation of Trade Unions. Focusing on the two basic functions of trade unions, the center has carried out skills training, pre-job skills training, social demand training, talent exchange, job introduction, labor export and logistics services for the society, and achieved good social and economic benefits, ranking fourth among talent exchange and job introduction institutions in Shanghai. At present, the training center has formed an all-round, multi-level and relatively unified training category, paying equal attention to short-term training and long-term training, and the training scale can be large or small, which is in line with the basic pattern of market economy and mandatory plans, and has become a demonstration window and base for the skills training of employees in the city. The training center is also the lead unit of the re-employment intermediary network based on district/county (industry) trade union employment agencies and grass-roots trade union employment outlets. While insisting on providing free services for laid-off workers, employment agencies set up labor service companies to provide paid labor export and labor management for employers, and regard the economic benefits obtained as the economic support of free employment agencies. The annual labor export of the three labor service companies affiliated to the center is maintained at about 2000 person-times, and the number of perennial service units is about 100. For each worker, the management fee is 10% of the worker's salary, which guides the business work of many grass-roots trade union labor service companies. At present, the center has set up an employment agency to provide trainees with training and employment channels; Labor service companies provide employers with human resources that are more in line with market demand, so as to obtain economic returns to support a virtuous circle of employment.
