Kaifeng Public Welfare Foundation was established in March 2007. It is a non-profit foundation headed by the Ministry of Civil Affairs. It is also the first batch of public welfare foundations initiated by enterprises and approved by the Ministry of Civil Affairs, with the Ministry of Civil Affairs as the superior competent department. The name of Kaifeng comes from the Book of Songs Li Feng Kaifeng: "Kaifeng comes from the south and blows its ridge. I am heartbroken and rewarded by my mother.
