In order to strengthen urban renewal, upgrade existing housing, and make up for the deficiencies in health and epidemic prevention and community service in the transformation of old residential areas. On the basis of a number of pilot projects started on 20 19, a special document on the transformation of old urban residential areas was issued for the first time.
According to Yan Huang, Vice Minister of the Ministry of Housing and Urban-Rural Development, the Opinions cover 22 items in six parts, including the task of old residential area renovation, organization and implementation mechanism, improvement of supporting policies and strengthening of organizational guarantee, so as to comprehensively promote the renovation of old urban residential areas.
As far as the renovation content is concerned, the Opinions put forward that according to the actual situation of old residential areas, the renovation can be divided into three categories: basic category, perfect category and upgrading category. Basic category, as the main guarantee of financial funds, requires that the infrastructure related to residents' basic living conditions, housing safety and daily life be completely transformed in the work, and put in place as soon as possible to avoid repeated transformation and disturbing people many times in the short term. The improvement category aims to meet the needs of residents to improve their lives and convenience, such as energy-saving renovation of buildings in the community, installation of elevators, etc., and can only be carried out if the needs of residents are agreed. The promotion category mainly involves the supply of urban public services, including old-age care and child care. According to the wishes of residents, if necessary, an agreement will be reached and provided according to the actual situation.
Judging from the task of renovation, Yan Huang said that the people's governments of various provinces (autonomous regions and municipalities) have confirmed and reported that during the period of 20 19, the whole country plans to start the renovation of old urban communities19,000, involving 3.6 million households. In 2020, about 39,000 renovation tasks are planned, involving nearly 7 million residents, nearly double the number in 20 19. It also puts forward that priority should be given to the transformation of old urban communities that need to be transformed before the end of 2000, and strive to basically complete this transformation by the end of the 14 th Five-Year Plan.
The task of innovation is inseparable from financial support. From 20 19, the State Council agreed to incorporate the renovation of old urban residential areas into affordable housing projects, and the central government gave financial subsidies. Liu Shihu, director of the fixed assets investment department of the National Development and Reform Commission, said that in 2065438+2009, it is planned to renovate10.9 million old urban communities, and the National Development and Reform Commission will allocate 25 billion yuan in two batches to support the special project of affordable housing invested in the central budget. This year's "Government Work Report" clearly plans to renovate 39,000 old urban communities, and the investment arrangement in the central budget is 54.3 billion yuan, all of which have been issued.
Liu Shihu emphasized that the investment in the central budget mainly supports the construction of supporting infrastructure related to the community, such as water supply, drainage and roads, as well as the construction of supporting public service facilities inside and outside the community, such as pension, child care, barrier-free and convenience services. Among them, the investment in the central budget will be inclined to the content of public welfare transformation such as drainage.
In addition, in terms of taxes and fees, the government has also issued a series of policy support. Zhao Zhihong, head of the Comprehensive Department of the Ministry of Finance, said that expenses incurred by professional business units involved in the renovation of old residential areas, such as facilities and equipment that have acquired ownership, can be deducted before tax according to regulations. The maintenance and management expenses incurred can be included in the current expenses for pre-tax deduction according to regulations. For institutions that provide services such as old-age care, child care and housekeeping for the community, the income obtained from providing related services can be exempted from value-added tax according to regulations, and the taxable income of income tax can be reduced by 90%. For the real estate and land used to provide community pension, child care and housekeeping services, taxes and fees such as deed tax and property tax may be exempted according to regulations.
According to the Opinions, the government, residents and social forces jointly contribute. In terms of residents' investment, Yan Huang said that residents' participation is the basic condition for the renovation of old residential areas, and this part of the funds is mainly used for improvement and renovation. Except that the elevator is paid directly by residents, others are indirect, such as paying for the use of some facilities after renovation, or transferring some residents' * * *.
In the next step, the Ministry of Housing and Urban-Rural Development said that it will seriously publicize and implement opinions with relevant departments, strengthen coordination and cooperation, strengthen supervision and guidance, compact local main responsibilities, sum up and promote typical experiences and practices in a timely manner, and support and guide all localities to do a good job in the renovation of old communities.
