Article 6: Social organizations or individuals that run private schools should have good credit status. To establish a private school, monetary investment can be made, or non-monetary property such as physical objects, construction land use rights, intellectual property rights, etc. that can be valued in currency and transferred in accordance with the law can be used as capital contribution; however, properties that are not allowed to be used as investment according to laws and administrative regulations are excepted.

Article 7: Public schools that implement compulsory education may not establish or participate in the establishment of private schools, nor may they convert into private schools. Other public schools are not allowed to organize or participate in the establishment of for-profit private schools. However, public schools that implement vocational education can attract capital, technology, management and other factors from enterprises to establish or participate in the establishment of for-profit private schools that implement vocational education.
