In addition, in terms of statistical caliber, there is a problem that different regions are not unified. For example, the "reverse package" of tourism is included in the statistical problem. (4) Adjust policies to solve the short-term and medium-term problems in Sino-Russian border trade in time. For example, in the quota allocation of border trade, considering that most of the imports through border trade are energy, minerals and wood, it is very helpful to make up for the shortage of natural resources in China, and border trade enterprises should give certain preferential treatment in quota allocation. At present, the way of central cutting and local distribution cannot be tilted towards border trade enterprises, which can directly apply for quotas from the foreign trade authorities, who will treat border trade enterprises equally when issuing import licenses; In terms of increasing financial support for border trade enterprises, we can consider setting up a border trade development fund to help them explore the Russian market. (five) according to the rules of the WTO, revise the current border trade policy and change the preferential policies for small-scale border trade enterprises. Because the preferential measure of halving tax revenue is very important to the development of border trade, if it is completely abolished, it will hinder the development of border trade. In the future, we should consider changing the preferential measures for small-scale border trade enterprises and implementing preferential policies in the context of special economic zones. On the one hand, the border trade zone should be set in a reasonable range near the border, and the trade zone should implement tax incentives. Its functions should include trading, warehousing, packaging, exhibition, etc. The implementation of tax incentives in border trade zones conforms to the WTO's MFN exception. On the other hand, export processing zones can be set up in border areas to export wood and ore imported from Russia after deep processing. This can avoid enterprises from other countries from questioning, increase the added value of export commodities in border areas and improve the structure of export commodities.
