Deepen the reform of "separation of licenses", print and distribute the pilot scheme of "separation of licenses" and the reform catalogue of administrative examination and approval items in Hengqin New Area of China (Guangdong) Pilot Free Trade Zone, and introduce the "one-stop acceptance" system for commercial registration. A series of policies such as "Several Measures for Promoting Scientific and Technological Innovation in Hengqin New District (Provisional)" were issued to give precise support to the innovation and entrepreneurship team.
We will issue the Implementation Plan for the Integrated Reform and Development of Hengqin, Bonded Zone and Hongwan Area, and strive to build a "Bridge Economic Zone" that complements Macao and a new urban center with high-end industries and beautiful ecological environment.
2. Accelerate the construction of Hengqin Clean Demonstration Zone.

Establish a voluntary supervision mechanism for business environment, and set up 74 volunteer teams for business environment supervision, including people from Hong Kong and Macao, to carry out voluntary supervision. Promote the establishment and improvement of the integrity evaluation system of Hengqin Pilot Free Trade Zone, explore the construction of credibility index that comprehensively reflects the integrity of Hengqin New Area, and force departments and industries to strengthen integrity construction.
3. Build a "double self-linkage" system and mechanism.
Promulgated and implemented the Action Plan for Accelerating the Joint Development of National Independent Innovation Demonstration Zone and Hengqin Pilot Free Trade Zone (20 17-2020). Explore the construction of a "double self-linkage" pilot park, and formulate the "Proposal on Incorporating Hengqin High-tech Zone and Science and Technology R&D Zone into the Regional Scope of Zhuhai High-tech Zone".
Organize financial institutions in Hengqin Pilot Free Trade Zone to connect with technology enterprises in the self-created zone, promote the integration of technology and finance, support Hengqin productive service institutions to provide services around high-tech enterprises, and cultivate and expand high-tech industries.
4. Deepen the reform of the science and technology system.
The Interim Measures for the Administration of Supporting Funds for the Introduction and Construction of Major R&D Institutions in Zhuhai and the Plan for the Construction of Incubators in Zhuhai were issued to standardize the procedures for the introduction and construction of major platforms and guide the construction of incubators in the city.
Complete the acceptance of national pilot cities for intellectual property rights, issue the Opinions on Building a Strong Intellectual Property City, and strive to build Zhuhai into an international intellectual property creation and application center and a highland for intellectual property protection.
5. Deepen the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services"
We will issue the Reform Plan of Decentralization, Combination of Decentralization and Management, and Optimization of Services in Zhuhai in 2065438+2007 and related supporting documents, decentralize important powers in the field of investment and construction related to economic and social development by 4 1, and optimize the establishment of relevant institutions.
Issued the "Zhuhai Municipal People's Government's Decision on the Second Batch of Clean-up and Standardization of Intermediary Services for Administrative Examination and Approval of Municipal Government Departments" to standardize the service and management of intermediary agencies. 6. Solidly promote supply-side structural reform.
The Implementation Plan of Supply-side Structural Reform in Zhuhai was issued, Zhuhai Development Investment Fund was established, and support for Zhuhai's industry and infrastructure construction was increased. We have formulated the Opinions on Further Promoting the Reform and Development of State-owned Enterprises and nine supporting systems, including the list of supervisory powers and responsibilities, optimizing layout, corporate governance, mixed ownership reform, investment management, post-investment evaluation, professional managers, income distribution and strengthening party building. The reform of state-owned assets and state-owned enterprises has been steadily and orderly promoted.
Focusing on the direction of industrial development in Zhuhai, the Implementation Plan for Optimizing the Layout and Structure of State-owned Capital in Zhuhai was formulated, and it was made clear that more than 50% of the new investment was invested in the real economy, and the layout and structure of state-owned capital were optimized and adjusted.
8. Deepen the reform of the transportation system.
Issued and implemented the "Notice on Printing and Distributing the Adjustment Scheme of Zhuhai's Transportation Management System", further rationalized the management system and mechanism of transportation, port and highway departments, adjusted and optimized the allocation of institutions and functions, scientifically divided the responsibilities and authorities of cities and districts, and comprehensively improved the quality of transportation development and comprehensive service level of our city.
