Article 1 These rules are formulated in accordance with the "Regulations of the People's Republic of China on the Administration of Traffic Safety on Inland Waterways".
Article 2 Chinese ships entering and exiting the ports of the People's Republic of China and domestic rivers shall apply for visas for ships entering and leaving the ports in accordance with the provisions of these rules, but the following ships are exempt from visas: (1) Military ships and public security ships; (
2) Sports boats; (3) Other non-commercial ships that are exempted from visa application as approved by the port and shipping supervision authority at or above the county level.
When military ships, public security ships, and fishing boats engage in commercial transportation, they must apply for port entry and exit visas in accordance with the provisions of these rules.
Article 3 The visa work for ships entering and exiting ports shall be the responsibility of the port and shipping supervision agencies at all levels and the visa stations (points) they set up.
The visa work follows the principle of “whoever issues the visa is responsible”.
Article 4 When a ship enters or exits a port, it is generally necessary to apply for a port entry and exit visa once when leaving the port.
If the ship's departure time cannot be determined temporarily due to repairs, standby, storage or other reasons; an entry visa should be applied for within 24 hours after arriving at the port, and an exit visa should be applied for when leaving the port.
Vessels carrying dangerous goods are required to apply for a visa when entering and leaving the port.
Article 5 If a ship departs from a port that does not have a visa station (point), it should apply for a visa at the first port that has a visa station (point) that it passes through after sailing.
Article 6: At the port of entry of the fleet, the tugboats shall apply for visas uniformly.
Article 7 When the fleet applies for a visa at the port of departure, ships that have specified in detail that they will dock or add or unload at the midway port are exempted from visa application at the midway port.
Article 8 Ships that are added or unloaded at a midway port must apply for port entry and exit visas separately, except for the circumstances specified in Article 7 of these rules.
The unmanned barge base or its agent at the port is responsible for applying for visas for unmanned barges.
Article 9 A ship that has applied for an exit visa but has not yet left the port or has applied for a regular visa that has not yet expired must report to the port and shipping supervision authority in a timely manner and apply for a new visa if it encounters one of the following circumstances; (1) Captain, chief engineer, driver
(2) Changes in the ship's technical conditions; (3) Expiration of the ship's certificate or change of recorded content; (4) Change of route or purpose; (5) Change of loading of dangerous goods or change of large quantities of goods; (6)
Unable to leave the port within 24 hours after applying for exit visa.
Article 10 To apply for a ship's entry and exit port visa, the ship's driver or captain shall submit the "Vessel Entry and Entry Port Visa Report", "Navigation Visa Book" and the "Certificate of Competency for Crew Positions" of the crew members on board to the port and shipping supervision authority.
and accept inspection and questioning.
The "Ship Entry and Exit Port Visa Report Form" and "Navigation Visa Book" must be filled out truthfully. The port and shipping supervision agencies should try their best to implement on-site visas based on the actual situation.
Article 11 Vessels must meet the following conditions before they can be issued a visa.
(1) Possess the following valid ship certificates and documents: 1.
Ship nationality certificate or ship registration certificate or ship license; 2.
Ship inspection certificate; 3.
Ship safety inspection record book; 4.
Other certificates and documents issued by the port and shipping supervision authority in accordance with regulations.
(2) Passenger and cargo loading shall comply with the technical requirements for equipment and loading and meet the approved freeboard height.
(3) The fleet’s formation, size and towing capacity shall comply with the relevant technical requirements of the intended route, including the technical regulations and requirements of the locks, bridges, overhead facilities and shallow and narrow waterways to be passed.
(4) According to regulations (see attached table), crew members holding a valid "Certificate of Competency for Crew Positions" must be manned. The content contained in the "Certificate of Competency for Crew Positions" must be consistent with the actual situation of the certificate holder and the ship on which he is located.
(5) Ships that must purchase ship insurance according to national regulations must hold valid insurance documents or certification documents.
(6) Other necessary safety conditions that the port and shipping supervision agency deems necessary for navigation in accordance with relevant national regulations.
For military, public security and other ships engaged in commercial transportation, their crew configuration and crew certificates shall be handled in accordance with the provisions of these rules.
Fishing vessels engaged in commercial transportation shall comply with relevant regulations.
Article 12 In addition to complying with the provisions of Article 11, ships sailing on the main line of the Yangtze River must also meet the following requirements: (1) Class A navigation area shall not be less than 25 tons; (2) Class B navigation area shall not be less than 25 tons;
15 tons; (3) Class C navigation area shall not be smaller than 5 tons.
Article 13 The port and shipping supervision authority shall issue a visa to a ship that meets the visa conditions, stamp the visa seal in the "Navigation Visa Book", fill in the name of the person issuing the visa and the visa date, and register it in the "Ship Visa Register".
For ships that do not meet the visa conditions, a visa will not be granted until the necessary measures are taken to make the ship meet the visa conditions.
Article 14 For non-commercial ships that require visa exemption, the ship owner or operator shall submit a written application in advance stating the purpose of the ship, navigation area, and the reasons and period for visa exemption, and shall obtain approval from the port and shipping supervision authority at or above the county level.
Afterwards, visas for entry and exit ports will be exempted within the approved period.
