The two reports show that strengthening South-South cooperation and exploring new modes of cooperation can not only bring development opportunities to developing countries, but also weaken the systemic risks of the world economy and bring new growth space to the world economy with constant problems.
In 2007, China, India, Russia and Brazil surpassed the United States, Japan and Europe in their contribution to world economic growth and became the main driving force of world economic growth. According to experts' analysis, the expansion of South-South economic and trade cooperation has strengthened the economic ties among developing countries and reduced their dependence on the American market.
The report released by this UNCTAD conference provides an annotation for the expert's analysis: from 1996 to 2006, the global South-South cooperation trade volume tripled, reaching US$ 2 trillion. Products produced in Asia have entered Africa. "These cheap and good products enable many Africans to buy household appliances for the first time." From 1995 to 2005, the industrial raw materials exported by African countries to Asian countries also increased, and the trade volume between Africa and other developing countries increased by more than four times.
As can be seen from the report of the International Monetary Fund, the proportion of developing countries in the global economy is increasing, and their dependence on the markets of developed countries is weakening. The report of the United Nations Conference on Trade and Development shows that the trade between developing countries is becoming more frequent and expanding, especially the trade relationship between Asia and Africa is further strengthened. One of the two reports sees the growth potential of developing countries, and the other sees the potential of cooperation among developing countries. China is a developing country and an active advocate and supporter of South-South cooperation. For a long time, we have actively supported and participated in South-South cooperation on the principle of "equality and mutual benefit, pragmatic cooperation, long-term cooperation and common development". Cooperation with developing countries has become a part of China's all-round opening-up strategy. The content of cooperation is constantly enriched and the scale is rapidly expanded, forming a win-win situation of economic cooperation.
Facing the new situation and challenges, China advocates that developing countries strengthen unity and attach strategic importance to South-South cooperation. Strengthen policy consultation and fully participate in international economic decision-making; Develop ideas and strengthen capacity building; Mobilize all kinds of resources, expand cooperation channels and enrich the connotation of cooperation. China is willing to work with other developing countries to strengthen cooperation and make joint efforts to promote South-South cooperation in the direction of promoting universal development and achieving common prosperity.
China and the United Nations Development Programme jointly launched a new South-South cooperation project.
China and the United Nations Development Programme officially launched the project "Promoting South-South Cooperation in the 26th Century" in Beijing on July 6th, 2004. The project aims to support China's efforts to promote South-South cooperation under the new situation of globalization and regional economic integration, especially to encourage China's private economy to play a greater role in South-South cooperation.
According to Ma Li, coordinator of the United Nations system in China and representative of the United Nations Development Programme in China, the project will expand the contents and fields of China's participation in South-South cooperation through capacity building, network building and public-private partnership building.
The project consists of the following three interrelated parts: strengthening the internal coordination of various South-South cooperation projects implemented in China and integrating policies, strategies and resources; Establish effective networks with partners in other developing countries; Promote private sector participation in South-South cooperation activities, especially the leading role of private enterprises in South-South cooperation.
Wei Jianguo, Vice Minister of Commerce of China, said at the signing ceremony of the project document that China is both an active advocate and an important participant in South-South cooperation, and China has always attached importance to South-South cooperation as an important part of China's diplomacy.
It is understood that the total amount of funds for the newly approved project is $654.38+$600,000 for a period of three years. The China Economic and Technological Exchange Center of the Ministry of Commerce is responsible for the implementation of the project, and the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Science and Technology, the Ministry of Health and other relevant departments will also participate in the project. These departments will carry out various training, consulting services and project implementation through their own South-South cooperation projects in the fields of science and technology, medicine, agriculture, education and energy.
Wei Jianguo pointed out that for many years, the international community attached great importance to South-South cooperation at the political level, but lacked effective communication channels and cooperation mechanisms at the level of substantive economic cooperation. Practice has proved that South-South cooperation will have vitality only if it develops into trade, investment, finance and other fields on the original basis.
He revealed that under this project, China will integrate the advantages of policy resources of various domestic departments to build a cooperation platform for relevant institutions in developing countries, and the government will also introduce relevant policies and measures such as investment, loans and credit guarantees. To provide protection for domestic enterprises, especially private enterprises, to invest in South-South cooperation projects.
