For major projects supported by special bonds that are in line with the central government's major decision-making arrangements and have great demonstration and driving effects, mainly railways and national highways supported by the state and localities, and power supply and gas supply projects that support the promotion of major national strategies, if the special income meets the financing conditions after the project income evaluation and repayment of the principal and interest of special bonds, some special bonds are allowed to be used as a certain proportion of project capital, but excessive financing beyond the actual level of project income is not allowed.

1, used for railways, urban rail transit, parking lots, transportation infrastructure, urban and rural power grids, energy projects, such as natural gas pipelines and natural gas storage facilities, agriculture, forestry, water conservancy, urban sewage treatment and ecological environment protection projects, vocational education and children's health care, health, old-age care and other services to people's livelihood, cold chain logistics facilities, heat, natural gas and other municipal and industrial park infrastructure.

2, special bond funds shall not be used for land reserve and real estate related fields, bond swap and fully commercialized industrial projects.
