Relevant departments of the people's governments at or above the county level shall carry out natural disaster relief work in their respective administrative regions in accordance with their respective responsibilities. Article 10 People's governments at or above the county level shall establish and improve natural disaster relief emergency command technical support systems and natural disaster information sharing platforms, and provide necessary transportation for natural disaster relief work based on the characteristics of local natural disasters and the actual situation of disaster relief work. , communications and other equipment. Article 11 The emergency management department of the Provincial People's Government shall work with the departments of finance, development and reform, industry and information technology, and food and material reserves to formulate the province's natural disaster relief material reserve plan and reserve library plan, and organize their implementation. People's governments at or above the city level divided into districts and people's governments at the county level in areas prone to natural disasters shall, based on the characteristics of local natural disasters, the number and distribution of resident populations, etc., establish a plan with reasonable layout and appropriate scale. Township and township people's governments in areas where natural disasters are frequent and prone to occur and where transportation is inconvenient may set up natural disaster relief material reserve points based on the actual local conditions. When a natural disaster that can be warned is about to occur or the possibility of occurrence increases, the people's government at or above the county level shall issue a corresponding level of warning in accordance with relevant laws, administrative regulations and the authority and procedures prescribed by the State Council, and decide It also declares that the relevant areas have entered the early warning period, and reports to the people's government at the next higher level.
