First, based on "all", focus on investigation and leave no dead ends. Adhere to the "real" work style and carry out centralized investigation from beginning to end, so as to achieve full coverage from the end to the edge without errors. Explore and innovate the screening method combining the whole process screening with key screening, include all farmers in the screening account, and include farmers who are suspected to meet the conditions and have the willingness to declare in the key screening account, and screen them door by door and approve them item by item to ensure no leakage. In view of the large adjustment of administrative divisions in some cities and counties, in order to effectively eliminate blind spots, we have investigated whether there are rural population, poor population, monitoring objects and "rural to non-agricultural" population who enjoy the urban residents' security policy since 20 15. All county-level administrative regions with rural population are all filed and included in the monitoring and management of poverty prevention, and accounts are opened at the county and township levels on national and provincial poverty prevention monitoring and assistance platforms. According to the principle of "graded responsibility, seamless connection, comprehensive coverage and responsibility to people", a three-level grid management system of county, township and village is established. In accordance with the principle of "who screens who signs who is responsible", the responsibility is implemented to people, and the task is clear to people. The help network of anti-poverty monitoring and assistance organizations is impenetrable, achieving no dead ends in work, no blind spots in investigation, no hidden dangers, and no problems.

Second, focus on "early" and define specific requirements in time. In the past, there was a unified requirement for the identification and accurate assistance of the monitored objects, but there was no clear regulation on the adjustment of the monitoring scope and the identification time of the objects, which made it difficult for grass-roots units to master and implement them differently. In some places, the identification procedure is too long and the rescue intervention is late, which affects the quality of rescue; In some places, it is easy to go through the motions, the identification procedure is simplified, and the identification accuracy is discounted. As early as the beginning of the year, the Provincial Rural Revitalization Bureau scientifically adjusted the scope of monitoring objects through investigation and research, and the income standard increased from 6,372 yuan per capita in 202 1 year to 6,900 yuan in 2022, making the investigation standard and monitoring scope known to everyone. On this basis, two time nodes are further defined: first, the monitored object should be included within 15 days, that is, "from the date of finding the risk clue to the completion of the identification and appraisal of the monitored object, generally it should not exceed 15 days"; Second, the docking rescue shall not exceed 10 days, that is, the application for rescue measures shall be completed within 10 days after the new monitoring object is determined and incorporated. Clear regulations and requirements make grass-roots units have evidence to follow and rules to follow in their work, effectively ensuring that risks are discovered in the bud and problems are solved in the bud, and realizing early discovery, early intervention and early help.

Third, settle down in "reality" and promote monitoring and rescue as a whole. On the one hand, policy propaganda gives practical measures. Combined with centralized research, we will carry out in-depth activities of "entering every family, solving every family's difficulties, visiting every family's feelings, and publicizing policies without leaving anyone behind", and insist that all farmers can see, reason and implement them. While conducting household surveys, grid workers and village cadres preach policies to farmers and solicit farmers' willingness to declare independently. As long as they are willing, they will immediately fill in the key investigation form and authorization letter of commitment, and automatically enter the key investigation procedure. This move has changed the majority of farmers from "being investigated" to active declaration, and the people's right to know, participation and satisfaction have been greatly improved. On the other hand, accurate help seeks practical results. For the newly determined monitoring objects, each household shall take 1 staff of state organs as the responsible person, and make precise policies according to the risk types and development needs, and timely implement the policies of industry, employment, micro-loans, public welfare posts, and bottom-up protection. According to the statistics of the monitoring and assistance platform, every household in the province enjoys 4.38 assistance measures, realizing that every household has measures and everyone is guaranteed.
