Article 2 This Municipality implements measures to control the number of passenger cars. The annual growth quantity and allocation ratio of passenger cars shall be reasonably determined by the municipal traffic administrative department in conjunction with the municipal development and reform, traffic management of public security organs, ecological environment and other relevant administrative departments. According to the demand of passenger cars, road traffic and environmental carrying capacity, it will be announced to the public after being approved by the Municipal People's Government.
Article 4 Individuals who meet the following conditions may apply for registration of distribution indicators:
(a) the household registration in this city, including the registered residents of this city, the active servicemen of the troops stationed in Beijing (including the Armed Police Force), Hong Kong, Macao and Taiwan personnel and foreigners living in Beijing, persons holding work residence permits in this city, and persons holding residence permits in this city who have paid social insurance premiums and personal income taxes in this city for five consecutive years;
(2) Passenger cars that are not registered in this Municipality;
(3) Holding a valid motor vehicle driver's license.
Fifth meet the following conditions, you can apply for registration of distribution indicators by household:
(1) Family members are composed of the main family applicant and other family applicants (hereinafter referred to as family applicants), and the total number shall not be less than 2;
(2) Other family applicants are limited to the spouse, children, parents, in-laws or in-laws of the main family applicant;
(3) There are no passenger cars registered in this Municipality under the names of family members and their spouses;
(4) The family members meet the requirements of Article 4 and are registered in this city, and the family principal applicant holds a valid motor vehicle driver's license.
At the time of divorce, a passenger car registered in this city by an individual in the name of the original spouse shall not participate in the application for registration of family-based configuration indicators within ten years of divorce.
The main applicant of the family applies for the registration of distribution indicators on behalf of the family, and will be the owner of the indicators after obtaining the indicators. Those who participate in the registration of distribution indicators as a family unit shall not participate in other families or apply for registration of distribution indicators as individuals at the same time. To participate in the application for registration of family distribution indicators, the family applicant shall not apply for registration of distribution indicators as an individual or family applicant within ten years after the main applicant of the family obtains the indicators.
