Peng Shilu is one of the important pioneers and founders of nuclear submarines and nuclear power plants in China. He served as the first chief designer of nuclear submarines, presided over the design and construction of the first land model nuclear submarine reactor in China, and made suggestions for the development, upgrading and strategic development of nuclear submarines in China. He also organized the introduction of China's first million-kilowatt nuclear power plant "Daya Bay Nuclear Power Plant", which laid a solid foundation for China's nuclear power technology to rank first in the world.

Huang Xuhua is an expert in the overall design of nuclear submarines in China, and has made outstanding contributions to the development of the first generation nuclear submarines, the leap-forward development of the second generation nuclear submarines and the exploration and catch-up of the third generation nuclear submarines. Has presided over the formulation of the first generation of nuclear submarines and nuclear power coordination, the modernization of the first generation of boats, the second generation of pre-research and other overall plans.
