It stipulates that the State Council shall provide unified leadership for the nationwide soil pollution survey. The ecology and environment department of the State Council, together with the agriculture and rural areas, natural resources, housing and urban-rural development, forestry and grassland and other departments of the State Council, organize and conduct a national soil pollution survey at least once every ten years. The newly adopted Soil Pollution Prevention and Control Law stipulates that the ecological environment department of the State Council shall, in conjunction with the health and health departments of the State Council, screen and evaluate toxic and harmful substances in the soil based on the degree of harm and impact to public health and the ecological environment, and announce key controls. The list of toxic and harmful soil substances shall be updated in a timely manner. When conducting soil pollution status investigation activities, a soil pollution status investigation report shall be prepared. The soil pollution status investigation report should mainly include basic information on the land plot, whether the pollutant content exceeds the soil pollution risk management and control standards, etc. If the content of pollutants exceeds the soil pollution risk management and control standards, the soil pollution status investigation report should also include the type of pollution, the source of the pollution, and whether the groundwater is contaminated. At the same time, the state has increased investment in soil pollution prevention and control funds, and the establishment of a soil pollution prevention and control fund system has been written into law. Establish special funds for central soil pollution prevention and control and provincial soil pollution prevention and control funds, mainly for the prevention and control of soil pollution in agricultural land, the management, control and restoration of soil pollution risks that cannot be identified by the person responsible for soil pollution or the land use right holder, and other matters prescribed by the government. Anyone who violates the provisions of this law by discharging sewage or sludge containing heavy metals or other toxic and harmful substances exceeding the standard into agricultural land, as well as dredging sediment, tailings, slag, etc. that may cause soil pollution, shall be ordered by the ecological environment department of the local people's government. If the case is corrected, a fine of not less than 100,000 yuan (RMB, the same below) but not more than 500,000 yuan shall be imposed; if the circumstances are serious, a fine of not less than 500,000 yuan but not more than 2 million yuan shall be imposed, and the case may be transferred to the public security organ, and the person directly responsible shall be The person in charge and other persons directly responsible shall be detained for not less than five days but not more than fifteen days; if there are any illegal gains, the illegal gains shall be confiscated.
