What is working capital?
Working capital: working capital set up by the financial department to adjust the seasonal balance of income and expenditure in the budget year and ensure the timely use of funds, which is one of the constituent items of financial net assets.

According to Article 22 of the Regulations on the Implementation of the Budget Law of the People's Republic of China, budgetary working capital refers to the working capital set up by governments at all levels to adjust the seasonal income and expenditure of the budget year and ensure the timely use of funds. The working capital of government budgets at all levels shall be set and supplemented from the budget balance of the government at the corresponding level, and its amount shall gradually reach 4% of the total budget expenditure of the government at the corresponding level.
