Article 14 Member units should strive to improve the service quality of credit cards, provide humanized services for cardholders, and advocate card issuers to establish "tolerance service and time-sensitive service" for credit card repayment or to give interest relief to the repaid part of credit card overdraft during the interest-free repayment period:

(1) Member units shall provide cardholders with "time-tolerance service" and provide them with repayment grace period service for a certain period of time. The repayment grace period is at least 3 days from the due repayment date. If the cardholder repays within the repayment grace period, it is deemed that the cardholder repays on time.

(2) Member units provide "tolerance service" for cardholders. If the cardholder fails to repay in full in the current period, and the unpaid part in the account after the due repayment date is less than or equal to a certain amount (at least equivalent to RMB 10 yuan), it is deemed that the cardholder has repaid in full.

Article 13 Member units shall strengthen public publicity on the use and risk prevention of bank cards to ensure that customers have full right to know and choose the interest, charging standards and related risks of bank card business.

(1) Member units shall strengthen the disclosure of credit card business information, fully reveal the meaning of credit card interest-bearing rules, clearly explain the interest-bearing rules in eye-catching fonts in credit card application forms, and provide calculation rules and simulation cases through publicity channels such as websites.

(II) Member units shall implement the regulatory requirements, choose the credit card interest rate collection method and corresponding preferential measures suitable for their own development according to the actual situation, but shall clearly inform the credit card applicant (or cardholder) of relevant information, so as to ensure that the applicant (or cardholder) can choose and decide whether to accept it according to his own wishes.

(3) The member unit shall remind the cardholder to repay the credit card at least 3 days before the due date of repayment by bills, text messages, emails, telephone calls or letters.

(4) Member units can provide multiple accounting days for cardholders to choose and change, and can limit the number of changes.

According to the Notice on Issuing the Measures for the Administration of Credit Card Business:

Article 18 The longest overdraft period of a credit card is 60 days.

Article 36 Credit cards are only used by legitimate cardholders, and cardholders are not allowed to rent or lend their accounts.

Article 37 After the cardholder has paid off the overdraft principal and interest, he may cancel the account under any of the following circumstances:

(a) 45 days after the expiration of the credit card, the cardholder has not replaced the new card;

(two) 45 days after the loss of the credit card, there is no supplementary card and no new card has been replaced;

(3) The credit card was withdrawn by the issuing bank for 45 days due to its bad reputation and was included in the stop payment list;

(four) the cardholder died for some reason, and the issuing bank has recovered his credit card for 45 days;

(five) the cardholder requests the cancellation of the account or the guarantor to cancel the guarantee, and has returned all the credit cards for 45 days;

(6) The credit card account has not been traded for more than two years (inclusive);

(seven) the cardholder violates other regulations, and the issuing bank thinks that his qualification should be cancelled.

Article 61 Disputes between cardholders and special units shall be settled by both parties themselves. Cardholders shall not refuse to repay the debts arising from the use of credit cards on the grounds of disputes.

Article 62 The cardholder must keep and use the credit card properly, otherwise the economic losses caused by it shall be borne by the cardholder himself.

Article 63 The relevant responsible person shall bear the responsibility for the losses caused by the fraudulent use of the cardholder after reporting the loss.

Sixty-fourth unit cardholders who violate the provisions of these measures to settle goods transactions and labor supply funds of more than 654.38 million yuan shall be fined more than 50,000 yuan but less than 654.38 million yuan.

Article 65 If a corporate cardholder violates the provisions of these Measures by transferring funds from an account outside basic account or transferring sales revenue to his credit card account, he shall be ordered to transfer back to basic account and be fined not less than 50,000 yuan but not more than 6,543,800 yuan.

Personal card holders who, in violation of the provisions of these measures, transfer unit funds into their credit card accounts shall be ordered to return them and be fined more than 5000 yuan 1000 yuan.

Sixty-sixth cardholders who withdraw cash in violation of the provisions of these measures shall be fined 30% to 50% of the amount of cash withdrawn.

Article 67 If a cardholder rents or lends a credit card and its account in violation of these Measures, it shall be ordered to make corrections, and a fine of more than 5% 1000 yuan shall be imposed according to the account, and the illegal income shall be confiscated.

Article 68 If a cardholder maliciously overdraws, he shall be investigated for criminal responsibility according to law.

Article 69 When accepting credit cards, special units shall follow the prescribed operating procedures, otherwise they shall bear the financial losses caused thereby.

Article 70 Any staff member of a special unit who participates in bank fraud and constitutes a crime shall be investigated for criminal responsibility according to law.

Article 71 Bank staff who collude with cardholders or special units to participate in fraudulent activities, which constitutes a crime, shall be investigated for criminal responsibility according to law.

Article 72 Whoever forges or misappropriates a credit card, uses a forged or invalid credit card, or fraudulently uses or alters a credit card to defraud property shall be punished according to law until criminal responsibility is investigated.
