In 2009, out of love for drug research and development, Xue and several like-minded friends established Gansu Haotian Chemical Technology Co., Ltd., but it didn't take long for them to encounter problems: few teams, lack of experimental and production sites, and insufficient development funds. Just when the enterprise was "dying", Feng Zhiku, then director of Gansu High-tech Entrepreneurship Service Center and head of Lanzhou High-tech Innovation Park, took the initiative to find him and promised to provide a factory of more than 600 square meters at a low price.
In 2003, with the support of Gansu Science and Technology Department, Gansu High-tech Innovation Service Center and Lanzhou High-tech Zone Innovation Service Center jointly invested nearly 300 million yuan to build Lanzhou High-tech Innovation Park. It is planned to ignite a spark for the development of science and technology enterprises in the province through this incubator.
Feng Zhiku quickly fulfilled his promise. In 20 10, Xue started production in a two-story building in the Innovation Park, and connected with the Ministry of Science and Technology with the help of an incubator, and applied for an innovation fund project of 6,543,800 yuan, so the enterprise "survived". Because of the low rent and tax costs, enterprises can invest limited funds in research and development, with an output value of nearly 5 million yuan in that year.
In order to expand the service scope of the incubator, in 20 12, the Science and Technology Department of Gansu Province and the Baiyin Municipal Government built a technology business incubator with an area of125,000 square meters in Baiyin, which is more than 80 kilometers away from Lanzhou. Xue also took his team to the north to start larger-scale production.
