The CPC Central Committee and the State Council attached great importance to the supervision and management of the use of medical insurance funds. In order to strengthen the supervision and management of the use of medical insurance funds and ensure the safety of the funds, Li Keqiang, Premier of the State Council of the People's Republic of China City, People's Republic of China (PRC) recently signed the the State Council Order, promulgating the Regulations on the Supervision and Management of the Use of Medical Insurance Funds, which will take effect on May 1 2002.
The first is to clarify the principles of supervision and management of the use of medical security funds. The "Regulations" take "ensuring the safety of funds, promoting the effective use of funds and safeguarding citizens' medical security rights and interests" as its fundamental purpose, and clarify that the supervision and management of the use of medical security funds should focus on people's health, adhere to the principles of legality, safety, openness and convenience, further optimize the public management services of medical security, jointly promote the reform of the supply side of medical services, and provide more convenient and efficient medical security services and medical services for the people.
The second is to strengthen the main responsibility related to the use of funds. The Regulations regulate the use of medical insurance funds by medical insurance agencies, designated medical institutions and insured persons, and clarify the responsibilities of all relevant subjects.
The third is to build a systematic supervision and management system for the use of funds. The "Regulations" have established a supervision system that combines administrative supervision, news media public opinion supervision, social supervision and industry self-discipline; Establish a joint supervision mechanism for medical security, health, Chinese medicine, market management, finance, auditing, public security and other departments; Establish a supervision mechanism based on administrative supervision and cooperation agreement management in the medical security system.
The fourth is to increase penalties for illegal acts. The "Regulations" comprehensively apply to the confiscation of illegal income; A number of regulatory measures, such as fines, revocation of licenses, restrictions on employment, suspension of medical services, termination of service agreements, and suspension of online settlement of medical expenses, have severely cracked down on illegal activities in the use of medical security funds; Staff of medical security and other administrative departments who abuse their powers, neglect their duties or engage in malpractices for selfish ends shall be punished according to law.
