We should give priority to the development of talents, take talent entrepreneurship and scientific and technological innovation as the fundamental measures to promote economic and social transformation and leapfrog development, fully learn from the successful experience of developed regions, further emancipate our minds, deepen reform, expand opening up, explore innovation, take enterprises as the main body, industries as the support, projects as the carrier, strengthen platform construction, policy support and environmental creation, vigorously cultivate and introduce talents, and vigorously improve the overall level of scientific and technological innovation to achieve the synchronization of scientific development, catch-up and well-off in Guizhou. In the next three years, the total number of innovative and entrepreneurial talents will increase by more than 4% annually, the output value of high-tech industries will increase by more than 30% annually, and the comprehensive index of scientific and technological progress and the contribution rate of scientific and technological progress will reach 40% and 45% respectively.
