Article 2 A fuel cell vehicle is an automobile powered by electricity generated by a vehicle-mounted fuel cell device. Fuel types include hydrogen, methanol, natural gas, etc. The fuel cell vehicles mentioned in these Measures are limited to hydrogen fuel cell vehicles. Vehicle types include passenger cars, buses and trucks.

Article 3 Scope of Subsidies

Article 4 Subsidy standards

On the basis of subsidies from the special funds of the central government, our city determines the local subsidy standard for fuel cell vehicles according to 100% of the amount of bicycle subsidies from the central government.

The total subsidies for vehicle purchase by governments at all levels shall not exceed 60% of the vehicle sales price;

If the total subsidy is higher than 60% of the vehicle sales price, the amount of municipal and district financial subsidies will be calculated in proportion after deducting the subsidy from the higher level according to 60% of the vehicle sales price.

Subsidy standards and technical requirements shall be implemented according to the policies corresponding to the date when the vehicle obtains the driving license:

Article 5 The subject and responsibility of subsidy declaration

Subject of application:

In principle, the municipal financial subsidies for fuel cell vehicles in our city are consumers of fuel cell vehicles, and the reporting subject is consumers. When an automobile production enterprise or sales enterprise sells a fuel cell vehicle, it shall settle with the consumer at the price after deducting the amount of local financial subsidies. The reporting entity shall be the whole vehicle production enterprise or sales enterprise. After verification, the subsidy funds advanced by the enterprise shall be allocated to the whole vehicle production enterprise or sales enterprise according to the procedures.

Reporting subject responsibility:

1. The applicant shall be responsible for the authenticity of the application materials and cooperate with the relevant government departments for supervision and inspection.

2 automobile production enterprises and sales enterprises shall be responsible for the consistency of the products sold and the authenticity of the materials provided, and truthfully provide the state subsidies for the models sold in our city.

Article 6 The conditions for applying for vehicle subsidies shall be met.

Listed in the catalogue of recommended vehicles for the promotion and application of new energy vehicles of the Ministry of Industry and Information Technology, you can get state subsidies;

If it is registered for the first time in our city and has not been transferred to another place, the place of application shall be the place where the owner's enterprise is registered or the address of the owner's ID card is located.

When the owner is an enterprise, the cumulative mileage of the vehicle reaches 20,000 kilometers.

Install and use remote monitoring equipment such as vehicle terminals and satellite positioning vehicle driving recorders that meet the relevant national and provincial standards, and access the monitoring platform established by the government or production enterprises according to regulations.

Article 7 Subsidy application materials

When the reporting entity is a consumer, it must provide:

2. Letter of commitment to apply for government subsidies;

3 owner's business license or owner's ID card, vehicle sales contract, car purchase invoice, driving license and bank card;

4. The vehicle shall obtain the certification materials of national subsidy standards;

5. When the owner is an enterprise, it is also required to provide proof of vehicle mileage.

When the applicant is a vehicle manufacturer or sales enterprise, it shall provide:

1. Foshan fuel cell vehicle municipal financial subsidy fund application form;

2 Foshan fuel cell vehicle financial subsidy confirmation form;

3. Apply for government subsidy commitment;

4. Declare the business license of the main enterprise, the business license of the owner's enterprise or the owner's ID card, the vehicle sales contract, the car purchase invoice, the driving license and the bank card;

5. The vehicle shall obtain the certification materials of national subsidy standards;

6. When the owner is an enterprise, it is also required to provide proof of vehicle mileage.

Article 8 Subsidy application process

The District Development and Reform Bureau organizes qualified applicants within their respective administrative areas to declare the municipal financial subsidy funds for fuel cell vehicles.

The applicant shall, in accordance with the requirements of the declaration notice issued in that year, and in accordance with the provisions of Article 7 of these Measures, support online declaration of application materials through Foshan. Among them, after the vehicle sales are licensed, part of the subsidy funds can be allocated according to the application. In principle, it is not higher than 50% of the total local subsidies, and it will be fully allocated after reaching the operating mileage requirements.

Vehicles with mileage requirements sold after the publication of the Notice on Further Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles will not be subsidized if the mileage is less than 20,000 kilometers within two years from the date of registration, and the pre-allocated funds will be deducted during liquidation.

Article 9 Fund performance targets

Through financial support to meet the requirements of fuel cell vehicle products, support the promotion and application of fuel cell vehicles in our city, promote the high-quality development of fuel cell vehicle industry in our city, and ensure the sustained and healthy development of the industry.

Article 10 Distribution and distribution of funds

The financial subsidy funds for fuel cell vehicles in Foshan are composed of two levels of financial funds: municipal and district governments, and subsidies are given to the promotion and application of fuel cell vehicles in Foshan according to the ratio of 2:8. Municipal Development and Reform Bureau combined with the actual promotion of fuel cell vehicles in each district and the municipal burden ratio to prepare the capital budget, and adopted the factor method to formulate and issue the special fund allocation plan and task list. The Municipal Finance Bureau shall handle the issuance of funds in accordance with the prescribed procedures.

Article 11 Audit and payment of funds

Each district shall examine and approve, liquidate and allocate municipal subsidy funds in accordance with relevant regulations. The District Development and Reform Bureau shall review the application materials, and publicize the application materials on the Foshan support link and the websites of all districts for no less than 10 working days as required. If there is no objection or no objection is established after publicity, the funds shall be allocated according to the prescribed procedures. Article 12 Supervision and inspection

Municipal Development and Reform Bureau, Municipal Transportation Bureau and Municipal Audit Bureau shall, according to the actual situation, supervise and inspect the use of municipal financial subsidy funds and the promotion of fuel cell vehicles.

Enterprises and individuals who have obtained municipal financial subsidy funds should strengthen the management of the use of funds, consciously accept the supervision and inspection of auditing and supervision departments, and strictly implement financial rules and regulations and accounting methods.

Municipal financial subsidy funds to implement the accountability mechanism, the following circumstances, according to the relevant provisions:

1. Applicants who defraud compensation shall be blacklisted according to relevant regulations, and the corresponding financial subsidy funds shall be recovered and incorporated into the public credit information management system of our city for joint punishment; If the circumstances are serious, the corresponding responsibilities shall be investigated in accordance with relevant laws and regulations; Suspected of committing a crime, it shall be transferred to the competent authority for handling.

2. If an automobile manufacturing enterprise or a sales enterprise provides false materials and products that are inconsistent with the announcement of road motor vehicle manufacturing enterprises and products of the Ministry of Industry and Information Technology or have major security risks, the corresponding financial subsidy funds shall be recovered; Suspected of committing a crime, it shall be transferred to the competent authority for handling.

3. Government agencies and their staff who assist applicants to defraud financial subsidy funds by making false reports or impersonators shall be investigated for corresponding responsibilities in accordance with relevant laws and regulations; Suspected of committing a crime, it shall be transferred to the competent authority for handling.

4. According to the provisions of the first paragraph of Article 8 of these Measures, the applicant shall, after applying for partial subsidy funds, report to the district development and reform bureau that issued the funds within three months after the expiration of the prescribed time limit, and return the corresponding financial subsidy funds. If the applicant does not declare or return the funds voluntarily, it will be dealt with as malicious fraud and incorporated into the credit information management system of our city for punishment.

Article 13 Information disclosure

In addition to the information on special funds involving confidentiality requirements or major sensitive matters, the whole process information such as the allocation, implementation and results of special funds shall be disclosed in accordance with the principle of "who formulates, distributes, uses and discloses".
