China Red Cross Foundation (China Red Cross Foundation for short) is a national public offering foundation approved and registered by the Ministry of Civil Affairs, and it is a non-profit public welfare organization with independent legal personality. Its nature is similar to that of China Youth Foundation, UNICEF, Residual Foundation, Poverty Alleviation Foundation and Charity Federation, but its purpose and mission are different. The staff of the Foundation are managed by self-supporting institutions, and their salaries, welfare and administrative expenses are not included in the financial budget, and there is no government appropriation. So what should we do? Therefore, the State Council's Regulations on Foundation Management stipulates that the management expenses and project management expenses of the foundation are allowed to be paid from donations, but it is stipulated that the annual management expenses of the foundation shall not exceed 10% of the annual expenditure. This only sets an upper limit, which does not mean that this proportion of management fees must be spent every year. Take the Red Cross Foundation as an example. In 2007, our administrative expenses only accounted for 3.8% of the annual expenditure. This ratio is very low. Recently, the China Red Foundation was rated as a 5A-level foundation by the Ministry of Civil Affairs, which is the highest level in the foundation evaluation. Only six public foundations in China have won this honor. This is also inseparable from our relatively low management fee, because the management fee ratio is an important assessment index in the foundation rating. China Red Cross Society and China Red Cross Society have basically the same purpose, which is to carry forward the Red Cross spirit of humanity, fraternity and dedication and protect people's lives and health. However, in the specific scope of work, the scope of work of the Red Cross is much larger than that of the Foundation. The China Red Cross Society has branches in provinces, cities and counties (hence the name of the Federation and branches). In addition to disaster relief, there are social assistance, medical rescue, blood donation, donation of hematopoietic stem cells, information exchange, international exchanges, Red Cross youth and Red Cross volunteer activities. China Red Cross Foundation, as a foundation, mainly supports the development of the Red Cross cause by mobilizing social resources and raising funds, and supports the implementation of some public welfare projects that conform to the purposes of the Red Cross and institutions, such as the "Red Cross Angel Project" to build rural fraternity hospitals (stations), train rural doctors, and carry out serious illness relief; For example, the "Boai Aid Program" helps to build Boai primary schools, train rural teachers, subsidize poor college students, and donate money to build the Red Cross stacks.
