The use of capital construction funds can be divided into operating and non-operating.

(1) The operating funds are mainly used for the construction of major energy, transportation and raw material industrial bases related to the overall situation of the national economy, trans-regional and national transportation projects, key post and telecommunications facilities, key machinery, electronics and textile industrial projects, major agricultural bases and key shelter forest projects, key emerging industrial projects, and support for the construction of economically underdeveloped areas.

(2) Non-operating funds are mainly used for cultural, educational, health, scientific research and other projects directly organized by the central competent department and for the regulation of major rivers.
