In 1933, Li Yuzhu (from Xingfu Village) and Li Guanting (from Licun outside the city), who were engaged in the willow industry, united with the Liu industry households in more than 20 villages around Xingfu Town, burned a petition and swore an oath to oppose the collusion between local tyrants and the government to unreasonably threaten Liu industry.

On the night of August 3, 1951, Wang Zhongdu (a native of Fenwang Village), the leader of the "Wuwei Jindan Tao", gathered more than 160 Taoist disciples to riot in Fuyuan Village.

After hearing the news, the County People's Armed Forces Department and the Public Security Bureau went to Xingfu Town to suppress the bandits.
