In the 1980s, shortly after the failure of a certain type of underwater launch test, Hou Shiming's four departments faced unprecedented pressure. At that time, Hou Shiming was appointed as the deputy director of the four departments, in charge of technical work, and was later appointed as the deputy chief designer of this model by the commission of science, technology and industry for national defense. Under pressure, there was no way out. After careful analysis, he quickly organized and carried out a series of large-scale experimental studies, which laid a solid technical foundation for the success of subsequent experiments.
In the subsequent underwater launch test, he personally disembarked as a member of the test task force and the youngest deputy chief designer, and was fully responsible for the handling and decision-making of underwater launch technical problems.
